Skvarla, III Secretary October 3, 2014 Subject: Compliance Evaluation Inspection Pencco, Inc. NPDES STORMWATER PERMIT NCS000561 Nash County On September 22, 2014, Dave Parnell, of the Raleigh Regional Office of the North Carolina Division of Energy, Mineral and Land Resources (DEMLR), conducted a compliance evaluation inspection (CEI) at the above referenced facility. The site lies in the watershed of an unnamed tributary (UT) to Turkey Creek, Class C, NSW waterbody, which lies in the Neuse River Basin. The following observations were noted during the NCS000561DEMLR inspection. This facility is a production facility for ferric and ferrous sulfate for use in potable and wastewater treatment. Thank you for your assistance. It was appreciated. The inspection began in your office, where a thorough review of the Stormwater Pollution Prevention Plan (SPPP); as well as, the qualitative and analytical monitoring results, was conducted. The SPPP is being implemented. To further comply with the intent of the permit, a detailed site plan illustrating your facility's stormwater discharge outfalls (SDO) and their corresponding drainage areas, must be developed and kept within the SPPP. Analytical and Qualitative monitoring data were reviewed and found to be in order and compliant with the NPDES Stormwater Permit. The SDO were observed during the inspection, as was all secondary containment. Implementation of BMPs, to reduce the possibility of benchmark exceedences, is commendable. It is apparent that you are knowledgeable, with respect to the sample site and sampling techniques.
