On September 7, 2011, a Compliance Evaluation Inspection (CEI) was conducted by Mandy Hall of the
Raleigh Regional Office at the subject facility. Your assistance and the assistance of Mr. Dan
O'Connor of URS Corporation were helpful and appreciated. This inspection was conducted to
determine your compliance with the subject NPDES Stormwater Permit. The following observations
were noted during the inspection:
SITE DESCRIPTION
Kennametal manufactures tungsten carbide powder at this 27-acre site, located in Henderson, NC. The
stormwater generated by this site is discharged to a wooded area that eventually drains to Joe's Creek
and Martin Creek, Class C - Nutrient Sensitive Waters in the Tar -Pamlico River Basin
INSPECTION SUMMARY
The renewed permit was issued by the Division and became effective June 1, 2011; it
expires May 31, 2016.
2. All records and reports required by the permit are in good order and well -maintained. This
office commends Mr. McGhee for keeping the records current and doing an excellent job of
reviewing and updating the Storm water Pollution Prevention Plan. Mr. McGhee has been
conducting this management of the permit requirements for over fifteen years.

3. The surrounding site and grounds are very well -maintained. Mr. McGhee explained that
heptane is stored on -site; Ms. Hall confirmed during the inspection that this chemical has
the necessary secondary containment.
4. There have been no spills at the facility in the past three years.
5. The outfails are in good condition. Mr. McGhee's staff have created and installed
dissipation structures at the outfall pipes to prevent scouring of the surrounding area.
There is a significant vegetative buffer between the outfalls and any surface waters.

Dear Mr Lazar:
On August 18, 2009, Cheng Zhang of the Raleigh Regional Office (RRO) conducted a
Stormwater Compliance Evaluation Inspection at Kennametal Inc. Your assistance was greatly
appreciated. The inspection report is attached. Findings during the inspection were as follows:
1. NPDES individual stormwater permit NCS000171 was issued to Kennametal to
discharge stormwater runoff to two nearby creeks.
2. The permit expired on December 31, 2004. The facility submitted permit renewal
application to the Division of Water Quality (DWQ), which was received on May 18,
2004. At this time, the permit renewal is still in review at DWQ's Stormwater
Permitting Unit. We apologize for this extreme delay. Please be reminded that until a
new permit is issued, the previous permit remains effective.
3. The facility has developed a Stormwater Pollution Prevention Plan (SPPP). The plan
includes all components required by the permit.
4. The facility conducted quarterly analytical monitoring at the two reprehensive
stormwater outfalls in 2003 as required by the permit. Qualitative monitoring at all six
outfalls have been conducted semi-annually. Analytical and qualitative monitoring
records were well maintained and organized.
5. All six stormwater outfalls were observed during the inspection. Significant erosion
was observed at Outfall No. 6, anti -erosion measures (e.g. rip -rap) should be taken to
prevent the erosion at the outfall.
