4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
Erosion and sedimentation control measures will be installed after the hand dearing of vegetation is conducted. Bridge replacement construction adjacent to the ebsting bridge using
heavy equipment from the upland roadway approaches. Deck drains on the bridge do not discharge directly into the stream. Bridge demolition will occur after the bridge and new
roadway approaches are completed. Demolition will include the removal of the bridge deck and removal of the abutments to the ground line to avoid utility impacts. Replacing the bridge
on new alignment to the southeast (downstream) is required to: provide continued access to the end of the road because of the presence of a water main to the northvst (upstream);
no detour route is available; and, this alignment also avoids impacts to the hibutary to Deals Creek.
4j. Please upload project drawings for the proposed project.

2h. Comments:
Permanent impacts are associated with the roadway fill required for the new bridge approaches and the excavation needed for positive drainage and
the requirement to have a zero net fill within the floodplain. Temporary impacts are associated with the hand clearing of vegetation.

Temporary impacts are associated with the construction of the new bridge and the demolition of the ewsting bridge. No permanent impacts to the
stream are proposed.
E. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
The proposed bridge span length was extended to avoid impacts to Deals Creek. Riprap protection at the bridge abutments is being placed outside of
the jurisdictional stream boundary to avoid permanent impacts to Deals Creek.
1b. Specificallydescribe measures taken to avoid or minimize the proposed impacts through construction techniques:
NCDOT Best Management Practices (BMPs) for Construction and Maintenance Activities will be employed. Demolition and construction methods from
the roadway approaches will be used to minimize impacts.
2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State
