The North Carolina Division of Water Resources conducted an inspection of the Trillium Links & Village WWTP
on 3/11/2019. This inspection was conducted to verify that the facility is operating in compliance with the
conditions and limitations specified in 15NCAC 02T.0403. The findings and comments noted during this
inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.
It is recommended all customer complaints and corrective measures regarding the collection system are

Inspection Summary:
Inspector, Mikal Willmer, with the Asheville Regional Office, conducted a compliance evaluation inspection of the Trillium
Links & Village collection system on March 12, 2019. This inspection was conducted to determine whether the system is
being operated and maintained in compliance with the "deemed" collection system regulations 15NCAC 02T.0403. Mike
Beck (WWTP ORC)and Freddie Boan (POA Manager)assisted in the inspection.
Overall the system is being operated and maintained in compliance with the subject regulations. The generators are tested
weekly at the lift stations. Trillium also maintains a contract with Dearth and Sons for generaotr maintenance.
Lift Stations:
Chapel Hill LS (LS#1) At the time of the inspection the Chapel Hill LS (primary lift station) was in the process of being
repaired; however, pumps are still operable. Currently the control panel and replacement panel are inoperable. A new panel
has been ordered and should arrive within the next couple of weeks. Install should occur before flows pick up in
spring/summer. Please attempt to keep this LS secured from the public during repairs. Approximately two to three years
ago flow from Trillium Ridges and Links was removed and rerouted to reduce demand on this LS.
Catesbee LS #3: No issues reported at LS. Very few homes on system.
#4 LS: No issues reported. Does not have a generator onsite or quick connect. Staff report this LS receives limited flow even
during summer months and would have adequate capacity in the event repairs were needed.
Manholes/Lines:
Staff repair lines as needed. One manhole is slated to be repaired/replaced soon. No domestic flow currently feeds into this
manhole; however, ground water is infiltrating the manhole below one of the inlet pipes. Significant gravel and sand were
noted in one of the inlets and should be addressed before homes are connected upstream of the manhole.
High Priority Lines:
Staff reported there are no high priority lines within the system. Please review the Divisions definition of High Priority Lines to
verify none meet the criteria.
Grease Control Program:
Staff report no major issues with grease within the system. Most of the homes are part time residences. Grease information
is provided to residents. As a reminder, grease education shall be distributed twice a year to users. This can be in electronic
form.
Odor Complaint:
Our office also investigated potential odor issues that may be occurring at or near the Chapel Hill LS (LS#1). The LS is
located across from the intersection of Chapel Hill and Green Haven Dr. At the time of the inspection, there were no
apparent odors emanating from the LS. Facility staff mentioned due to the residences being vacant for part of the year,
pea -traps within the home tend to dry out which allows sewer gases to be released through home drains. Mr. Boan reported
they have placed activated carbon filters within the manholes near the homes and caulked around the lids to prevent the
escape of any potential sewer gases from their end of the system. Air relief valves are checked and exercised along the
force mains. Mr. Boan also stated Trillium staff, if given permission and have access, will air out the residences and run
water to remove the odor when homes are vacant. There were no operational practices noted at the time of the inspection
that would indicate additional sewer gases are being generated and released (i.e. low turnover in lift station, blockages,
improper venting etc.).

Lift station log sheets are kept within the building at the WWTP.. Staff report there are no significant problem
areas. Repairs are made during routine maintenance and observation of the system. Lines and manholes
are being replaced due to age related wear.

Staff check the pump stations daily. Trillium is working towards maintaining additional spare parts onsite in
the event of pump or equipment failure. Check sheets are used for Lift station inspections. Recommend
adding a comments section to annotate specific maintenance that occurs. All lift stations have duplex pumps.
7 of the 8 lift station have generators onsite. Staff report Lift station #4 receives limited flow and has adequate
storage capacity if there were a temporary power outage and/or the pumps were temporarily out of service.
