In 2019, MSD will submit an updated Headworks as well as the Industrial Waste Survey. MSD recently added the restaurants to the City Works program. In February 2018, MSD noted pH issues at the facility as well as higher flows than were previously reported. On March 15, 2018, MSD transferred a section of the sewer line that is located on Arcadia's property to Arcadia to make adding pretreatment easier. Arcadia installed a temporary EQ tank, pH adjustment system, and flow monitoring equipment. An authorization for the temporary pH equipment was issued on April 16, 2018. On May 29, 2018, MSD issued an Authorization to construct for a permanent pH adjustment system and flow monitoring. MSD and Arcadia have been working together to collect valid data for permitting. Arcadia Beverage was permitted as an SIU and entered into a Consent Agreement on February 1, 2019. Day International (S-057) Day International had a MEK violation of 5.72 mg/1 on December 5, 2018. Upon notification of the violation, MSD staff immediately conducted a site inspection of the facility as well as talked to the laboratory that analyzed the sample. The facility review showed no reason that MEK would have a high result at the discharge location. MEK is only used in one area of the facility and all items that contact the chemical containing MEK are disposable. There are no floor drains or sinks in the area that the MEK is used. Only one 55 gallon drum is brought into the facility at a time. The chemical storage is located outside in a chemical storage area that does not have drains and is diked. When talking to the laboratory it was noted that Day International has only been collecting one of the three VOC vials for analysis. There was not enough sample left to reanalyze. An NOV was issued and Day International submitted corrective actions including collecting 9 Day International (S-057) cont. all three VOC vials for analysis and retraining all staff which come in contact with the MEK. No fine was issued. GF Linamar (S-076) GF Linamar was issued an Authorization to Construct on August 25, 2017 for the pretreatment equipment to be installed at the new facility in the Cane Creek Service Area. The SILT permit became effective on November 19, 2018. MSD received approval for the permit on December 3, 2018. The new facility is a 464.16 Aluminum Former. They are forming aluminum parts for the automotive industry. They are growing faster than they anticipated and MSD is currently working with them to update their permit so that they can add up to twelve Die Casting Machines (DCM's). GF Linamar was not sampled by MSD during 2018. GF Linamar was just starting up at the end of 2018. MSD sampled GF Linamar in January 2019, to have a sample that was more representative of the flow that we will be receiving in the future. Jacob Holm Industries (America), Inc. (S-067) Jacob Holm had numerous violations for BOD and TSS during 2018. They were not in SNC for either. Jacob Holm spoke to MSD staff on April 24, 2018, regarding the violations. MSD staff met with Jacob Holm and conducted an inspection on May 31, 2018 to review the reason for the continued violations. It was noted during the inspection that a screw press was malfunctioning which was adding to the BOD and TSS issues. Jacob Holm entered into a Consent Agreement with MSD on June 13, 2018, which gave Jacob Holm a higher BOD and TSS limit while they worked on fixing the issues causing the violations. On October 1, 2018 MSD and Jacob Holm entered into a new Consent Agreement which will expire March 1, 2019. Jacob Holm is currently meeting the permitted limits and will return to normal operations and limits on March 1, 2019. � 0 New Belgium Brewing Company (S-075) New Belgium was issued an Authorization to Construct on September 1, 2017, for an anaerobic reactor, pH adjustment system, membrane filters, and a centrifuge. New Belgium has had several issues during the installation process. One of which caused a bypass of 40,000 gallons of wastewater that had not been screened or had any type of pH adjustment to flow to MSD. An NOV for Bypassing the Pretreatment Facility was issued on March 19, 2019. New Belgium addressed the issue and continues to move forward. The new pretreatment equipment has been installed and MSD will issue an updated permit soon. New Belgium has been collecting sampling data of the discharge concentrations with the new equipment for the permit application. Williams Plating Co. Inc. (S-007) Williams Plating had a TTO violation for Chloroform. The violation was a TRC violation which placed Williams Plating in SNC. Williams Plating reviewed their process and found that they were adding too much chlorine bleach during cyanide destruction which created chloroform in the effluent. They continued to sample and lower the chlorine bleach addition until they had a proper balance of cyanide destruction and reduction of chloroform in the effluent. Williams Plating continued to sample and is not in SNC. The tanks are to be connected near the top for overflow prevention. • A belt filter for removal of large particulates,wax, and oils. • A 2,250 gallon buffer tank which feeds the Vacudest evaporator. • A Vacudest evaporator with pH correction/neutralization,and flow monitoring. • Four cleaning tanks. Two of the tanks are 250 liter liquid tanks, one for alkaline cleaning chemicals and one for acid cleaning. The other two tanks are 1,000 liters each. The 1,000 liter tanks are for defoamer and a long life additive. • A 6,350 gallon sludge holding tank for sludge produced by the Vacudest evaporator. It is acknowledged that the discharge from "Line 6" operation has a high amount of TSS from a poor functioning solids handling screw press. The BOD violations are from a buildup of microorganism in the sand accumulated in floor trench drains. WHEREAS, Jacob Holm Industries (America), Inc. has resolved to take the following actions with the corresponding due dates: 1. On or before July 2, 2018,Jacob Holm Industries (America),Inc. will have the sand from the floor trenches removed. 2. On or before August 31 2018, Jacob Holm Industries (America), Inc. will have the screw press back to acceptable operational performance. 3. On or before August 31, 2018, Jacob Holm Industries (America), Inc. will have the polymer system for the screw press operational. 4. On or before September 1, 2018, Jacob Holm Industries (America), Inc. will have a SCADA system installed and operational to monitor and alarm at high flow. 5. During this Consent Agreement Jacob Holm Industries (America), Inc. agrees to monitor/sample the,effluent at monitoring point# 1 a minimum of twice per week. Due Dates can only be changed or modified with the approval from the Metropolitan Sewerage District of Buncombe County, NC.prior to the scheduled date. IT IS NOW THEREFORE AGREED AS FOLLOWS: Jacob Holm Industries (America), Inc. will be in compliance with all requirements of the Permit and the MSD Sewer Use Ordinance no later than October 1,2018. WHEREAS,Jacob Holm.Industries(America),Inc. entered into a Consent Agreement with MSD on the 12th day of June,2018;which was to expire on the 1''day of October,2018. • WHEREAS,Jacob Holm Industries(America),Inc.met with MSD Industrial Waste Staff on the 25th day Of September,2018,regarding an extension of the Consent Agreement. • WHEREAS,Jacob Holm Industries(America),Inc.has determined that excess BOD and TSS is coming. from un-optimized solids filtering at the screw filter press for"Line 6".' • WHEREAS, Jacob Holm Industries (America), Inc. has resolved to take the following actions with the corresponding due dates • • 1. By February 1, 2019 Jacob Hohn Industries (America), Inc. will determine whether the screw . filter press that came online September 10'11,2018 can reduce BOD/TSS to permitted levels. • 2. Inc. 8/13/2018 Shannon Bergeron: We have reviewed operation of our wastewater pretreatment system to determine possible explanations for the analytical results on our TTO testing from July 13,2018. The results indicated a violation of TTO effluent limits with only chloroform being detected. We do not believe there is any chloroform contamination in any of our in-house chemicals nor do we use any chemical labeled as chloroform. We do use a large amount of liquid bleach in the treatment of the cyanide in our wastewater and we do know chloroform can be generated from excess chlorine reacting with various organics present in our water. To prevent this from recurring we have immediately reduced our bleach usage and are conducting tests to further investigate possible direct causes. Lowering our bleach usage could cause issues with the cyanide destruction so we are monitoring both closely. We have already taken more samples for the chloroform testing and are awaiting results with more samples scheduled over the next few weeks.
