Per G.S. 143-215.1C(b), the responsible party of a discharge of 1,000 or more of untreated wastewater to surface waters shall issue a press release within 24-hours of first knowledge to all print and electronic news media providing general coverage in the county where the discharge occurred. When 15,000 gallons or more of untreated wastewater enters surface waters, a public notice shall be published within 10 days and proof of publication shall be provided to the Division within 30 days. Refer to the reference statute for further detail. The Director, Division of Water Resources, may take enforcement action for SSOs that are required to be reported to Division unless it is demonstrated that: 1) the discharge was cause by sever natural conditions and there were no feasible alternative to the discharge; or 2) the discharge was exceptional, unintentional, temporary and caused by factors beyond the reasonable control of the Permittee and/or owner, and the discharge could not have been prevented by the exercise of reasonable control. Part II must be completed to provide a justification claim for either of the above situations. NENANoYes¨þ ¨¨ Explain if Yes: What corrective actions have been taken to reduce or eliminate I & I related overflows at this spill location within the last year? The City has worked to eliminate I&I at this location by repairing the upstream manholes, eliminating a break in the line under the railroad tracks. The city has worked to eliminate storm water infiltration into one of the lift stations which feed into the lines which feed the manhole. Has there been any flow studies to determine I/I problems in the collection system at the SSO location? NENANoYes¨þ ¨¨ If Yes, when was the study completed and what actions did it recommend? Has the line been smoke tested or videoed within the past year?NENANoYesþ¨¨¨ If Yes, when and indicate what actions are necessary and the status of such actions: The line was videotaped during the last SSO. It was determined that a break underneath US 176 is permitting both I&I and debris to enter the line. NCDOT has been contacted to discuss the storm drainage under the road which is causing the problem. The City has hired an engineer to prepare an opinion of cost to repair and replace the line upstream which has a known break. Are there I/I related projects in your Capital Improvement Plan?NENANoYesþ¨¨¨ If Yes, explain: The capital improvement plan has numerous projects which will help with I& I, but the current construction of the current capital improvement plan is not going to address the I&I which impacts this SSO. Have there been any grant or loan applications for I/I reduction projects?NENANoYesþ¨¨¨ If Yes, explain: The City has a 2 million dollar loan which will replace a variety of sewer lines however those lines will likely have little impact on this particular manhole. Do you suspect any major sources of inflow or cross connections with storm sewers?NENANoYesþ¨¨¨ CS-SSO Form Page:2 If Yes, explain: I suspect the line is receiving many source points of inflow along two specific trunk lines. on trunk line has 6" terra cota and when the camera pushed through the line Inflow was found at each joint even during a dry period. The other trunk line parallels a creek and the creek channel is collapsing. I anticipate the existing terra cota line is potentially compromised by this collapse. The City will be inspecting this line within the next month. The line was inspected with a camera about one year ago. Have all lines contacting surface waters in the SSO location and upstream been inspected recently? NENANoYesþ¨¨¨ If Yes, explain: The lines upstream are inspected regularly because they are the main trunk lines of the city. These same lines are also cleaned and jettered regularly. What other corrective actions are planned to prevent future I/I related SSOs at this location? The city will continue to smoke test and camera lines upstream of this manhole. Every opportunity to repair and find a break will be taken. Comments: Debris in line What type of debris has been found in the line? Road base and terra cota chunks. Suspected cause or source of debris. The line was videotaped after the last SSO. It was determined that a break underneath US 176 is permitting both I&I and debris to enter the line. NCDOT has been contacted to discuss the storm drainage under the road which is causing the problem. The City has hired an engineer to prepare an opinion of cost to repair and replace the line upstream which has a known break. Once this information is known, the city will pursue corrective action cooperating with NCDOT and as resources permit. Are manholes in the area secure and intact?NENANoYesþ¨¨¨ When was the area last checked/cleaned? 3 months ago Have cleaning and inspections ever been increased at this location due to previous problems with debris? NENANoYesþ¨¨¨ Explain: This is the main trunk line of the city. It is checked regularly for grease, debris and other material. It is cleaned with a jetter at least twice a year sometimes more often. Are appropriate educational materials being developed and distributed to prevent future similar occurrences? NENANoYes¨¨þ ¨ Comments: This SSO is a result of debris and Inflow so educating the public will likely have no impact on reducing the likelihood of this type of SSO.
