Dear Mr. Basinger,
The purpose of this letter is to provide additional information for the consideration in the above
referenced matter in accordance with your letter dated January 30, 2019 and received by the City of
Albemarle Collections ORC on February 13, 2019. This matter relates to the sanitary sewer overflows
that the City of Albemarle experienced during the month of November 2018. The City of Albemarle
experienced a heavy soaking rains over this month totaling around 8 inches on the north side of the city
and totaling 8.17 on the souther side of the city
The SSO's that occurred on the 5th of November 2018 were due to 2.5 inches of rain that fell in a short
period of time to an already saturated ground. hicident number 201803294 was associated with Vickers
Store Rd lift station being to capacity and the grade of the out laying manhole being less than that of the
water in the wet well of the lift station.
Incident number 201803294 is associated with a low manhole on the right hand leg of sewer main coming
into the lift station next to Badin Rd. When the lift station begins to back up this manhole is the lowest
and tends to get capacitated first. The City of Albemarle has a smart cover device installed in this
manhole to let us know when flow starts to rise. This aids in the response time for the City of Albemarle
to address the SSO.
Incident number 20180392 and 201803295 are associated with a low laying manholes in the area where
there are some bottlenecking of pipe and bad hydraulic designs. The City of Albemarle has a smart cover
system that alerts the City of Albemarle personnel to a possible overflow situations at 1436 US Hwy 52
North and this is just upstream of 1214 21 St.

Incident number 201803294 is associated with a low manhole in the parking lot of 1313 N 6th St
Apartment complex. During high flow situations this line has hydraulic issues also as the flow
downstream is merging head on with the flow coming from north.
Crews were dispatched at the call of the smart cover system to these locations. Collection system ORC
was able to check and keep an eye on the above noted overflows and use city equipment and personnel to
assess impacts.
As soon as these SSO events stated above had stopped. crews assess the areas and cleaned up using
proper equipment and materials following the City of Albemarle SSO response procedure. This was
followed up with a 24 hour verbal notification to Mr. Bell of NCDENR on 11/05/2018 at 1:Olpm. Then
reported through the BIMs app on Form CS-SSO and submitted on 11/06/2018 at IO:OOam.
The SSO's that occurred on the 12' of November were associated with an all -day rain event that
produced localized flooding in some areas of the system.
Incident numbers 201803338,201803339 and 201803334 are the same as described in the above
mentioned.
Incident numbers 201803337 and 201803340 are the same as above mentioned as low laying manhole
outside of Vickers Store Road lift station. As the station wet well becomes capacitated the rim elevations
of these manholes become an issue. The back —up ORC was able to dispatch to the site and pull 8,800
gallons from wet well stopping both SSO's and lessening impact to Mt. Creek. Crew checked the site
after the flood water had subsided and found no debris due to flood waters.
As soon as these events had stopped. Crew were able to assess areas and clean up with city equipment and
materials following the City of Albemarle SSO response procedure. This was followed up by a 24 hour
verbal notification to Barry F. Love ofNCDENR on 11/13/2018 at 8:05am. Then was followed up by
reporting through the BIN4s app on form CS-SSO and submitted on 11/14/2018 at 9:20am.
The SSO's that occurred on the 15' of November were direct cause of an all -day rain event to a saturated
ground. This event caused localized flooding in the system area.
Incident numbers 201803476, 201803481, 201803482, 201803484 and 201803843 are the same
mentioned on page 1 in paragraph 4 and page 2 paragraph 1. However crews were able to use City
equipment to evacuate approximately 38,000 gallons from upstream manhole on incident number
201803484 to stop SSO.
Incident numbers 201803480 and 201803485 are the same as mentioned on page 2 paragraph 6. Vickers
Store Rd lift station out laying areas.
Incident number 201803479 was an isolated incident that was thought to be I&I issues. After the high
flows had stopped and SSO subsided. It was found to be something in the line restricting the flow. Crews
were sent out to do a point repair several days later to find out that a storm drain had collapsed on to the

clay pipe was causing a restriction and inflow from the storm sewer into the pipe. This was found after
the 5 days had been reported. This issue was resolved.
As soon as flood waters had subsided and SSO's had stopped crews were able to use city equipment and
materials to clean up following the City of Albemarle SSO response procedure. This was followed by 24
hour notification to Jerry Belcher with Emergency Management on 11/15/2018 at 8:30 am. Then followed
by reporting through the BlMs app on form CS-SSO on 11/16/2018 at 1:41pm.
In summary all of these three separate dated events outlined in information above were due to a large
amount of rain that our area experienced in a short time to an already saturated ground. The City of
Albemarle has been working since 2011 to help reduce the number of overflows and the amount of I&I in
our system. Since then we have completed the installation of water tight covers and vent pipes in the area
associated with these SSO's. We have also been working closely with Spectra Shield on the lining of
problem manholes in this part of the system and are continuing to work with them each budget year. The
City of Albemarle Collection system ORC, ORC backup and Directors have also been in contact with
having another I&I study done this upcoming year on this part of the collection system. Also Phase 2
gravity replacement has been bid out and waiting on start date. This project will get rid of the above
mentioned hydraulics issues and bottlenecks in pipe, therefor correcting several of our problem areas. I
have all the confidence that we as a system are working in the right direction with getting things
accomplished.

The self -reported Sanitary Sewer Overflow (SSO) 5-Day Report submitted by City of Albemarle indicates violations
of permit conditions stipulated in the subject permit and North Carolina G.S. 143-215.1. Violations include failing to
effectively manage, maintain, and operate the subject collection system so that there is no SSO to the land or
surface waters and making an outlet to waters of the State for purposes of G.S. 143-215.1(a)(1), for which a
permit is required.
