Sanitary Sewer Overflows — December 2018

Union County has received the NOV referenced above for collection system overflows.
Explanations of the overflows were on the BIMS Overflow Reporting Forms submitted by Union
County Public Works (UCPW) to the NCDEQ. However, we have added a few additional facts
in the explanations below.

201803607 12/9/2018 1629 Old Fish Road
Response:
The SSO's listed in this section were due to I&I introduction during heavy rains and flash flooding. The system
associated with this area was inundated with floodwaters and increased flows at the Grassy Branch WRF, therefore
forcing the release of wastewater. See below timeline of efforts still underway to resolve this issue.
• 2016-2017(Phase 1) Flow monitor study for Grassy Branch Basin was conducted by Frazier Engineering.
• Then, smaller key areas were identified and monitors were placed for further studies evaluation.
• In February 2018, the Smithfield Subdivision tie in to the main trunk line flowing to the Grassy Branch Basin
plant was evaluated.
• Since May 2018 staff has,
o Repaired 12 manholes with chemical grout
o Inspected via CCTV over 15000 feet of sewer main and evaluated condition
o Plug tested outfall in ever rain event
o Smoke Tested over 21500 feet of sewer pipe
o Repaired 23 Lateral Connection
o Installed over 40 Inflow collectors
o Replaced 8 manhole lids
o Excavated and repaired 2 manholes
• CCTV work and flow testing continues in this basin

UCPW also has an aggressive Capital Improvement Program throughout the next 5 years. The
projects include:
➢ Crooked Creek Basin Improvements - $24,259,922.00
➢ Crooked Creek Interceptor Improvements Ph. 1 - $9,915,500.00
➢ Suburban Estates PS and FM - $1,000,000.00
➢ Waxhaw Interceptor — 3,200,000.00
➢ WW PS Improvements - $3,600,000.00
➢ Collection System SSES & Rehab — $2,080,000 (not including $85k annually in
Operations)
➢ PS Upgrades - $300,000 annually
UCPW's current CIP projects are also ongoing with projects including:
➢ Waxhaw Sewer Improvements - $295,000.00
➢, Blythe Creek Sewer Improvements - $3,083,200.00
➢ Forest Park PS Replacement & Interceptor Improvements - $2,540,000.00
➢ Crooked Creek I&I Study & Remediation - $2,538,300.00
➢ Suburban Estates PS replacement-$933,000.00
Union County Public Works continues to invest funds into SSES work, capital improvements,
maintenance and operations to improve the wastewater collection system. If further information
