Box 1006 Mail Code EC13K Charlotte, NC 28201-1006 In an email dated 02/01/2019, NCDEQ DWM approved the reuse of soil (to be reused within the designated waste boundary) that was stockpiled in the ash stack area of Riverbend Steam Station on the conditions that that it passed visual inspection and PLM analysis came back to be less than 50% ash. The attached document (Table 1) provides the PLM results of the soil that passed visual inspection. Of the material that passed visual inspection, 44 soil samples were collected and PLM analysis confirmed that the material contained less than 50% ash. The visual inspection and collection of the 44 soil samples were obtained through the following process: Step 1: The soil stockpiles in the ash stack were divided into more manageable rows. Step 2: Each row was spread out by an excavator in sections to a depth of approximately 1.5'-2.5' and bucket teeth created additional rows in this material for visual inspection to take place. Step 3: Wood Group visually inspected for ash. If the material passed visual inspection, representative samples were collected for PLM analysis (44 samples total). The material that did not pass visual inspection was removed and transported offsite. Step 4: Once a row passed visual inspection and PLM samples were collected, it was moved to a new location and labeled/designated in the case that it did not pass PLM analysis and had to be removed and transported offsite. Duke Energy plans to reuse the soil that passed visual inspection and PLM analysis for final countouring within the ash basins/ash stack footprint.
