Town of Jefferson Water Resources Industrial Pretreatment Program
Annual Report 2018
The Town of Jefferson Pretreatment Program regulates American Emergency Vehicles as its
only Significant Industrial User. This facility is regarded as a 40 CFR 433.17 categorical metal
finishing operation resulting from a process that uses a fluoridated etching solution to prepare
aluminum ambulance bodies for primer coating and painting.
American Emergency Vehicles has a history of cooperation and compliance with the Town of
Jefferson Pretreatment Program. The SIU has worked with the Town of Jefferson in 2010 to
identify and eliminate the source of zinc in their discharge. In 2017, AEV experienced SNC for
BOD and moved quickly to address its source and has returned to compliance this year for that
parameter.
In 2018 AEV experienced SNC for low pH in its discharge. In the first semiannual period both
AEV and the Town collected one sample each as required by the IUP. The pH of each one was
3.0 su. For the second semiannual period, the required sample collected AEV was 2.1 su and
the sample collected by the Town was 5.7 su.
The Town will issue a Notice of Violation to American Emergency Vehicles for SNC for the first
semiannual period. This will include a Public Notice. It is likely the Town will require AEV to
provide pH adjustment at their categorical discharge point. This will be discussed with the
PERCS unit during a planned visit to American Emergency Vehicles on March 12, 2019.
The Town of Jefferson is also reducing the allocation of cyanide and silver to AEV's permit.
