The size and location of this ditch has been altered in order to construct around several utility conflicts. The first conflict being a 10" high-pressure natural gas line with a 50' easement. The original location of this ditch was well within the 50' easement, requiring the ditch to be moved closer to the PDE line, but still within the easement, in order for PNG to approve the encroachment. Additionally, the ditch size was adjusted in order to provide as much separation and undisturbed ground around the gas line as possible. By moving the ditch closer to the PDE, it is also closer to an existing parking lot and buried electrical line, which ultimately will make the ditch harder to maintain in the future. The second conflict being a 16" water line that lies in close proximity to the BZ2 line of the stream. This waterline crosses the ditch and the current elevations of the waterline and ditch flow line do not work. The steepness of the ditch has been flattened in order to provide cover over the existing waterline. Additionally, an earthen berm has been constructed to protect the waterline but also to function as a tiered skimmer basin in order to remain in compliance with the permits. There is a concern this berm could fail long-term, resulting in a potential sediment loss. Due to the nearest waterline valves being a mile or more apart, it will be very difficult to relocate the waterline due to the size of the line, close proximity to the stream, close proximity to a private parking lot, and close proximity to the 10" gas line/easement. Additionally, there is a property owner who has serious safety concerns over the ditch. During Right of Way acquisition, he was told this location would be piped and no ditch would be there. He is afraid of people falling into the ditch and he being held liable. Also, an existing drainage pipe from the parking lot will need to be connected. Currently, this is difficult without the presence of a drainage structure due to slope and existing condition of the pipe. Overall, this ditch has been a hardship to construct for the project as well as a serious concern for adjacent property owners. Eliminating this ditch and replacing with a pipe section will allow for the best long-term solution for all parties involved. Sincerely, Ryan L. Beamer, P.E.
