Box 1746 Watkinsville, GA 30677 phone 479.747.8192 Page 2 2018 Annual Report WQ0038087 7) Complimentary Data:  2018 Field Summary  2018 Fecal Analysis Summary  2017 - 2018 Soil Result (pH) Summary  Poultry Litter Analysis Summary and Poultry Litter Analyses On the Annual Land Application Certification Form (ACF), the option “No” is selected under Part B – Annual Compliance Statement for the statement “Facility was compliant during calendar year 2018 with all conditions of the land application permit issued by the Division of Water Resources”. The reasons for this are as follows:  Item-2 – “Soil pH was adjusted as specified in the permit and lime was applied (if needed) to achieve a soil pH of at least 6.0 or the limit specified in the permit”:  Soil samples collected in December 2018 resulted in a pH of < 6.0 on fields CH-1 (pH 5.7), DM-6 (pH 5.9), DM-8 (pH 5.8), and RJ-5 (pH 5.3). The previous soil samples collected in November 2017 were well above 6.0 on fields DM-6 (pH 6.3), DM-8 (pH 6.5), and RJ-5 (pH 6.5). These analyses did not indicate that the fields required a pH adjustment; and thus, no lime was applied. Field CH-1 had a pH of 5.9 for the previous (2017) sample. Although the NCDA&CS Agronomist did not recommend a lime application for pH adjustment for this field, it should have been applied for maintenance purposes. A lime application will be performed to each of these fields in 2018 (based on NCDA&CS Agronomist recommendations) as soon as weather and harvest schedule permit and documentation will be provided to the NC DEQ regarding this activity.  Item 7 – “All general requirements in as specified the Land Application Permit were complied with” and Item 9 – “All operations and maintenance requirements in the permit were complied with, or in the case of a deviation, prior authorization was received from the Division of Water Quality”:  Residuals were applied to field MRF-6 in January 2018 (this was the first field applied in the new year). This resulted in a PAN application of 176 lb/ac. While this is not an excessive application, this field was identified as one that should not receive residuals until after an interim crop rotation based on the issues experienced in 2017, which are detailed in Attachment -1 to the cover letter of the 2017 annual report and for which a Notice of Deficiency (NOD-2018-PC-0203) was issued on June 28, 2018. This was a carryover of those issues into the new year. The problems were identified during production of the annual report and corrective actions taken immediately, which was after this field had been applied. The results of those corrective actions are evident in the records of application for the remainder of 2018 as provided in this report. Field MRF-6 will not receive residuals application in 2019. Please note that there was no application of residuals from the House of Raeford – Mocksville facility in 2018 due to temporary facility shutdown for repairs.
