As discussed there are some stream crossing along the ROW for the Steele Creek Pump Station Replacement Project which have significant amounts of rock or boulders in the banks and their presence significantly hinder the proper installation of erosion control matting. If we proceed with the existing plans we will have to move a machine in to these areas that are completely saturated due to 6 weeks of rain, to dig the rock out. If we dig the rock out of the banks to make them smooth enough to mat that act will destabilize the now stable banks. If we try to mat and don't remove the rocks and boulders we will not be able to get good ground contact which leaves the banks susceptible to increase erosion from the flapping matting and eddies forming behind it. Not to mention the first good rain will likely rip the loose matting off the banks. Therefore for the areas that are not suited for the proper installation of mat we propose to install livestakes at 18 inches on center effectively doubling the stem counts and adding additional trees and shrubs on the upper banks. A list of the crossings is attached; matting or not matting is noted along with stems counts.
