The SIU is currently not in production but is running trial batches so the wastewater system can be adjusted to optimal conditions. During this time of bench testing and research & development, the discharged wastewater is considered process control samples and is not subject to the conditions of the IUP until actual production starts up. The discharged wastewater cannot cause pass through or interference of the POTW collection system or W WTP. NPDES VIOLATIONS No NPDES violations in 2018 NPDES UPDATL • 9/30/16 — NPDES Permit expired • 10/31/17 - New NPDES permit monitoring requirement - 1,4 Dioxane in plants effluent once per month beginning December 2017 using recently approved EPA test Method 624.1 promulgated in the 2017 Methods Update Rule. Compliance Judgement Points: Energizer Plant 2 (4136) pipe 01 is the only IUP that still has a monthly average and a daily maximum limit. The appropriate IDSF for the monthly and daily CJP is included. Energizer declined changing the permit limits. 3 B: General Permit Information: PERMITS LAPSED OR EXPIRED BEFORE BEING RENEWED • No lapsed or expired permits. NEW SIU's PERMITED Matlab, Inc. Plant #4 (#3434) 40 CFR 433.17 — Phosphatizing - issued 4/2/18, but did not begin production until 1/2/19. DROPPED SIU PERMITS • None SIU PERMIT CHANGES • 11/27/18 — Great Oak (#4953) — Modification — The BOD pounds was increased to 625.5 pounds. The landfill opened a new cell and the increased volume and concentration of the leachate is attributed to two hurricanes and extreme amounts of rain. Wells Hosiery, Inc. 0722 Total Number of 5iu-s in brit; inrORMATION: NONE SIU's issued Notice of Noncompliance: ■ Covanta - pipe 01 UP #05049 CWT — (40 CFR 437 subpart D) Covanta was issued 1 NNC for a TRC/Chronic ammonia pounds limit violation during July. Covanta reviewed manifests and communicated with clients. The ammonia was resampled 6 additional times during the last 6 month period and was compliant for all sampling events. ■ Eneraizer Manufacturing Plant 2 - pipe 02 IUP #4136 Battery Manufacturing 40 CFR 461 Energizer Plant 2 was issued 1 NNC for a TRC/Chronic limit violation for Nickel monitoring by Energizer during October. Energizer resampled in November and was compliant. The city and Energizer had compliant Nickel samples in July. The SIU was compliant for the second six months. • Great Oak (#49531 pipe 01 - landfill leachate Great Oak was issued in May 1 NNC for 1 TRC/Chronic violation for the pounds of BOD. This was only 1 TRC/Chronic from 6 samples during the first 6 month period. Great Oak was issued 1 NNC for pounds of BOD in October and 1 in November. These violations were attributed to the excessive amount of rainfall and hurricane Florence and Michael. The UP was modified on 11 /27/18 to increase the permitted pounds of BOD. Great Oak was compliant for pounds of BOD during the second 6 month period with 2 TRC/Chronic violations out of 7 sampling events. 5 • Matlab #5 #3634 pipe 04 — Metal Finishing — Phos hatizin 40 C F R 433.17 Matlab #5 was issued 1 NNC for 1 TRC/Chronic limit violation for the permitted limit of Zinc in July. It was discovered that the wash bay was being used by maintenance to wash other equipment. This practice was discontinued. Matlab was resampled 3 more days. Matlab #5 achieved compliance for the second 6 month period. + MOM Brands 2043 pipe 01 — Breakfast Cereal MOM Brands was issued 1 NNC for 1 TRC/Chronic limit violation for the permitted limit of TSS pounds in September. This violation was investigated and attributed to excessive cleaning of all three lines. This issue was addressed during facility meetings. The second 6 month period only had 1 TRC/Chronic BOD pounds violation out of 18 samples tested. ■ Randolph Packing - pipe 01 IUP #0320 Cattle Harvesting slau hter, cut & ship) Randolph Packing was issued a NNC for 2 Chronic BOD limit violations and 1 Chronic violation for TSS and Ammonia in April. Randolph Packing was resampled and compliant for the first 6 month period. The noncompliance was attributed to internal management problems. NOTICE OF VIOLATION NONE PUBLIC NOTIFICATION NONE — No SIU's in SNC SIU's with NO VIOLATIONS • 10 SIU's were violation free in 2018. Bossong, Energizer Plant 1, Georgia Pacific, Kayser Roth, MAS, Matlab #4, Matlab #8, Premier Powder Coating, Starpet and Wells Hosiery. 1.1 CONSENT ORDERS AND COMPLIANCE SCHEDULES No consent orders or compliance schedules A TO C AND CONSTRUCTION INFORMATION • An email requesting an Authorization to Construct to modify the pretreatment system at Energizer Plant #2 (#4136) was received on February 15t", 2018 by the City of Asheboro. Authorization was granted to February 19t" to install 3 new bag filters in a series (75, 50 & 25 micron) after the 100 micron existing bag filter. o 12/26/18 the installation of the bag filters was completed. M. Dawes inspected the installation on 2/15/19. SIU'S WITH MISSING Dp%iP% • Matlab Plant #4 (#3434) — SI U was not sampled by the POTW during 2018. This new IUP did not begin production until January 2, 2019.
