Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the Town of Burnsville DCAR
facility on 1/16/2019. This inspection was conducted to verify that the facility is operating in compliance
with the conditions and limitations specified in Non-discharge Permit No. WQ0002834. The findings and
comments noted during this inspection are provided in the enclosed copy of the inspection report
entitled "Compliance Inspection Report".
The compost facility would benefit from a new compost screener. Screened compost is a more desirable
product and easier to market. In addition, the volume distributed would be lower and would help the Town
remain under the current permitted distribution limit.
Please submit a copy of the most up to date Operation/Maintenance Plan to the Asheville Regional Office
within 15 days of your receipt of this letter.

Inspection Summary:
The compost facility inspection was conducted by Beverly Price of the Asheville Regional Office. Ronnie Tipton, Jadd
Brewer and Chad Prisk were present and assisted with the inspection.
The current mode of operation for the facility is to build approximately one compost pile per year while the remainder of the
residuals are taken to Foothills Landfill. The permittee indicated that compost production may increase in the future due to
disposal costs.
The compost pile and finished product are stored on a concrete pad; any leachate is routed back to the head of the WWTP.
The facility has a compost screener but staff report that it is old and difficult to use. The facility would benefit from a new
screener. Wood chips are supplied by French Broad Utility.
Calculations for dry tons generated appear to be incorrect. Information for calculating dry tons will be supplied to the
permittee under separate cover.
It is recommended that bacteria samples be collected over a two-week period.
A copy of the most updated Operation & Maintenance Plan should be submitted to the Asheville Regional Office.

will not be conducted until the pile has met the time/temperature requirements.

reviewed.

Samples are collected from the finished compost pile. Approximately 20 grab samples are collected and
composited for the residual analysis. Bacteria samples for compost distributed in 2018 were all collected on
the same day.
