On November 28, 2018 , we were notified by the Winston-Salem Regional Office that the Riverdale Sewer Lift Station was nearing its capacity and that we needed to stop adding flow to that basin until"expansion is started and submit final plans and specifications for expansion, including a construction schedule". Please note that this station was already under study for expansion and as such the City of High Point submitted a request to rerate the station from 20 MGD to 22 MGD. (See attachment) The Regional Office also advised us that"conditional approvals may be given with the understanding that flow cannot be added to the basin until the expansion is complete and certified". The purpose of this letter is to provide a brief synopsis of the station's current situation and the proposed expansion schedule, so that conditional approvals with flow can be given not only for the City of High Point but Jamestown, Sedgefield Sanitary District and the City of Greensboro. The City of High Point incurred damage at the Riverdale Station during Hurricane Florence. As a result, we have set up and are operating a full bypass system around the lift station through the existing force main while repairs are being made.After discussion with the State during December the City decided that while bypassing, we are also pursuing installation of a submersible pump (2 pumps — 1 is spare ) in the wet well providing an increase in capacity from 20 MGD to 30 MGD. Based on a 2.5 peaking factor, this would bring the station's rated Average Daily Flow (ADF) capacity to 12 MGD, providing ample capacity for the connection requests we have received thus far. To date,we have received requests for additional .075 MGD or 75,000 GPD of flow that we need to accept to keep development moving forward. It should be noted that the average FTSE annual increase in the last two years was only about 0.75 MGD and minimal flow increase has been seen from the increase. We are currently studying the wet well flows and design parameters for pump installation. We would like to permit the submersible pump installation in the next few weeks. We plan to start the procurement process in February which will lead to the purchase and installation of the pump base,discharge pipe and rails in April. At that point,we should be complete with the other wet well repairs and we will shut down the bypass pumping. Currently,we are also designing electrical and structural improvements along with the connection to the existing force main for the installation of the submersible pump. We anticipate this installation will be complete in early fall 2019. The following is our proposed month by month schedule for increase in station capacity. City of High Point, P.O. April—Receive permit, begin interior wet well improvements (install pump base and rails) May—Complete wet well improvements and stop bypass pumping June - October - Complete pump installation and connection to existing force main, including certification to expand station capacity to approximately 30 MGD Also, the City intends to use an Alternate Delivery Method to accelerate the Riverdale Project. The City will use Construction Manager at Risk (CMAR) option that we are currently using on one of our other projects. This will allow a contractor to bid a guaranteed maximum price (GAP) at a minimum of 60 percent design drawings and if approved by the State to begin construction while final design is being completed thereby accelerating the delivery time. In addition to these improvements,we also are working to redirect the discharge from the Registers Creek Sewer Lift Station around the Riverdale Lift Station to reduce the flows around Riverdale. This would reduce the ADF at Riverdale by approximately .406 MGD not including future development. We also plan to begin installation of a second force main within the next year that will provide redundancy to the station force main. In the future, as we near capacity once again, we intend to replace the three existing 10 MGD pumps with 15 MGD pumps to increase the station capacity to 40 MGD (16 MGD). This expansion is anticipated in about 5 years however preliminary design will begin now. The City currently has four separate engineering companies under contract to fast-track all the processes list. They are: The Wooten Company, Hazen, Davis-Martin-Powell and Freese and Nichols. Funding is available to perform these improvements from local funds and bonds. Also, in addition to the above listed engineering firms the City contracted with CDM Smith for a Sewer Master Plan update. In their studies they used in line flow meters for real time data studies.In the area impacting the Riverdale station their studies indicate the station is currently not overloaded and does not need to be expanded. To manage additional flows, CDM Smith proposed several alternatives to pump station expansion including rehabilitation and diverting flow from two upstream pump stations away from Riverdale. They also stated another 36-inch parallel force main is not required. (See attached letter) However to be proactive and to support this request for additional connections the City is moving forward on the installation of the submersible pump,the second force main and redirecting the flow from Registers Creek Pump Station below Riverdale. We hope this correspondence provides assurance that the City of High Point is making every effort to meet the basin needs at this station and is committed to properly operating our sewer system. We also hope that with the submission of this information you will allow us to continue with sewer connections and with flow allocation approval in the Riverdale drainage basin. It should also be noted that no overflow has occurred as a result on an issue at Riverdale other than a force main failure that occurred in September 2, 2010.(See latest Annual Wastewater Report attachment). We are confident for the reasons explained that the pump station can comfortable handle any additional flow that we anticipate until the new system becomes operational. The flow analysis included the installation of a Hydro Vision Multi-path Clamp-on Flow Meter. The Wooten Company evaluated the flow data with each pump running and each combination of pumps running and determined that the Riverdale Lift Station (triplex pump set up) with two pumps running can produce at least 22.21 MGD of flow (see attached document). In a previous correspondence with the NCDENR, a reduced peaking factor of 2.29 was accepted for the Riverdale Lift Station. The City of High Point is requesting that NCDENR approve the Riverdale Lift Station flow capacity at 22.21 MGD with a peaking factor of 2.29, which would increase the rating of the station to 9.7 MGD average flow. As the wet well depth reduces the pump flow also reduces,but it is reasonable to say that the Lift Station with two pumps running can produce at least 22.21 MGD of flow. With a 2.5 peaking factor the station should be rated for an average daily flow of 8.88 mgd. In a previous meeting with the State,they accepted a reduced peaking factor of 2.29,which would increase the rating to 9.7 mgd. The Master Plan will not be completed for a couple months,however in our December progress meeting we were surprised to hear of the immediate concerns over Riverdale PS capacity. Our flow monitoring and our hydraulic modeling indicate no SSOs occurred nor are predicted to occur during the peak wet weather flow of the 5-year storm event in the outfall immediately upstream of Riverdale PS,at Riverdale PS,or downstream of Riverdale PS. Our flow monitoring at Riverdale PS indicated an average dry weather flow of 8.0 mgd. Using a peaking factor of 2.5 gives a peak design flow of 20.0 mgd. Our modeling and analysis of the pump station shows Riverdale can pump at a firm capacity of 22.2 to 25.8(depending on optional pump settings) and a total capacity of 30.3 to 32.7 mgd (depending on pump settings).Therefore,flows appear to currently not exceed the State's criteria. Our hydrologic and hydraulic models predict a peak wet weather flow during a 5-yr design storm of 31.1 mgd which Riverdale PS can convey.In addition, the sewer is quite deep at Riverdale PS so even if the sewer surcharged upstream of the pump station, there is less risk of SSOs due to this depth. System improvements to reduce the flow at Riverdale (through either rehabilitation to reduce I/I,storage,and/or pump arounds)are being analyzed and will be recommended,however,it is our opinion the City has a few years to safely implement these improvements without the risk of sanitary sewer overflows (for capacity reasons)at Riverdale PS. Part of the legislation was a requirement to provide the user or customers of the system with an annual report of the past year's performance including a summary of violations. The purpose of these reports is to provide an understandable and informative description of the wastewater treatment facilities and sewage collection system, describe the regulations with which these facilities must comply, and promote a general awareness of these facilities and their role in protecting the environment. The City of High Point operates two wastewater treatment facilities and a wastewater collection system that collects and transports the wastewater to each of the two facilities. The Divisions in the Department that are involved in wastewater collection and treatment are: Water&Sewer Mains, Central Laboratory Services, Maintenance Services, Westside Wastewater Treatment Plant, Eastside Wastewater Treatment Plant and Residuals Management. The City's wastewater collection and wastewater treatment facilities provide service to homes, commercial establishments and industries. During this reporting period, there were approximately 38,000 connections through which an average of 15.2 million gallons of wastewater traveled each day. This wastewater was collected, treated, and then discharged back into the receiving stream. The City also treats wastewater from the Jamestown, Archdale and Sedgefield communities. Multiple state agencies assure that stringent standards are met before the treated wastewater can be released into a receiving stream. These standards are listed in a National Pollutant Discharge Elimination System (NPDES) permit. Each facility that releases treated wastewater into surface waters, a stream for example, must possess one of these permits. These permits regulate the type and amounts of pollutants that a facility can discharge. The discharge limits specified in these permits are based on the ability of the stream to withstand the addition of pollutants without having any noticeable impact on the water quality of the stream. These NPDES permits include monitoring requirements and discharge limits. Some vary with seasons and have different maximums for daily values, weekly averages, monthly averages and quarterly averages. Wastewater treatment is a complex process that is often taken for granted. However, it requires expensive equipment and skilled operations, maintenance, laboratory, solids handling and engineering personnel working constantly to assure adequate treatment twenty-four hours per day, seven days per week, and 365 days throughout the year. COLLECTION SYSTEM OVERVIEW The City of High Point wastewater collection system consists of approximately 657.2 miles of gravity wastewater lines; 15.9 miles of pressurized force mains; 23 wastewater lift stations, and 16,850 manholes. On average, more than 15.2 million gallons per day (MGD), of wastewater flows through this system from homes and businesses, to either the Eastside or Westside Wastewater Treatment Plant. The collection system consists of both gravity lines and force mains. Wastewater discharged in neighborhoods flows by gravity into the collection system.The size of the collection system lines increase to handle the higher flow as more and more wastewater is collected from outlying areas. Once the gravity lines get too deep,the flow must be pumped or lifted up, by the City's lift stations,to a higher elevation where use of the gravity lines will be resumed. The largest of these collection lines route the wastewater to the two wastewater treatment plants. The lift stations are monitored 24 hours a day for proper operation. The Water/Sewer Mains Division has four crews that are responsible for line cleaning and emergency response to calls frpm the public dealing with collection system problems. A State mandated fats, oils, and grease (FOG) program is also in effect. The Collection System maintenance crews work diligently to keep the lines clean and well-maintained. A concerted effort is necessary between the City and its citizens in order to reduce the grease related problems in the collection system. A SSO is when wastewater escapes from the wastewater collection system to the surrounding ground or nearby surface waters. The North Carolina Division of Water Resources defines a reportable SSO as any spill to the ground in excess of 1000 gallons or any spill, regardless of the amount,which reaches any surface waters. During this reporting period, the City of High Point had 15 reportable SSO's. Approximately 54%of SSO's in the City were attributed to grease, 20%to debris/other blockages, 13%to roots, and 13%to sewer main breaks or pump station failures. The SSO's are summarized in the Appendix. What the Mains Division is doing to Prevent/Reduce Spills • Inspect,repair, renovate or replace sewers and pump stations as needed to eliminate leaks or to increase system capacity. • Inspect and clear collection lines with cutting and flushing equipment. • Educate customers about proper grease disposal. • Clear collection system easements to keep roots from growing into collection lines; limit plantings allowed along easements. • Operate a continuous monitoring and alarm system at pump stations; maintain and repair pumps; use generators for backup power; replace pump stations with gravity sewers when practical; monitor and inspect pump stations to identify improvement needs. • Ask customers to contact the City if they see debris or trash being deposited into the collection system. Corrective Actions Follow-up actions depend on the cause and severity of the spill and may include: • Cleanup ■ Disinfection • Inspection • Clearing of mains. ■ Increased inspections or other maintenance. • Repair, renovation or replacement of pipes. • Replacement of sewers or pump equipment with larger capacity facilities, in some cases. EASTSIDE WASTEWATER TREATMENT PLANT The Eastside Wastewater Treatment Plant is a biological nutrient removal, 5-stage (BNR) facility. Essentially, this means that an environment has been created that encourages the growth of phosphorus removing bacteria that will consume phosphorous at higher than normal levels, thus . removing it before the water is discharged. Also, another -��- : environment will be created that forces the bacteria to use oxygen from nitrogen compounds, thereby reducing the amount of total 2 nitrogen in the treated effluent.The reduction of phosphorous and nitrogen in the plant's effluent will help reduce the potential for algae growth in Randleman Lake, to which the treated effluent is discharged. The Eastside WWTP treated and discharged an average of 12.33 million gallons per day (MGD) or a total of 4,500.4 million gallons (MG) during the reporting year 2017-2018. the 2017-2018 reporting year. The Eastside WWTP was compliant with its NPDESpermit for ten (10) months of g p p Eastside was non-compliant for the month of August 2017 with the NPDES permit limit for Fecal coliforms during the week of August 14th, monthly ammonia and weekly ammonia for the week of August 215t. Eastside was also non-compliant with the NPDES limit for total phosphorus for the month of June 2018. WESTSIDE WASTEWATER TREATMENT PLANT The Westside WWTP is now also a biological nutrient removal (BNR) 5-stage facility with processes nearly identical to the Eastside WWTP. Treatment processes include a coarse bar screen, influent lift pumps, fine screening, grit removal, primary clarification, 5-stage activated sludge, final clarification, alum for additional phosphorus precipitation, tertiary filtration, Rotary Drum Thickening (RDT - to thicken sludge prior to dewatering), Ultraviolet light (UV) disinfection, post-aeration, solids handling(via centrifuge) and odor control. The Westside WWTP was compliant with its NPDESpermit for ten (10) months of the 2017-2018 reporting year. p p g Westside was non-compliant with the NPDES permit for whole effluent toxicity for the months of July 2017 and January 2018. On November 1,2005,seasonal phosphorus limits became effective. These limits defined in the NPDES permit for the Westside WWTP tfgitsA are based on total poundage discharged during each seasonal period.The winter season is November 1-March 31 (7808 lbs. The summer season is April 1 - October 31 (5533 lbs.). An average of 2.84 million gallons per day (MGD) or a total of 1,036.6 million gallons (MG) were treated and discharged during the reporting year 2017-2018. The Central Maintenance Division maintains the City of High Point Eastside Wastewater Treatment Plant, Westside Wastewater Treatment Plant, all lift stations and the Residuals Management equipment. The centralized maintenance department consists of a maintenance superintendent, an assistant maintenance superintendent, mechanics, electricians, and electronics technicians. The main maintenance shop is centrally located at the Ward Water Filtration Plant, with satellite shops at the Westside and Eastside Wastewater Treatment Plants. All the technicians are highly trained with many years of maintenance experience. The electronics section technicians are qualified to perform technical and skilled work in the maintenance,repair and replacement of electrical, electronic and pneumatic equipment at the treatment and collection facilities. This section consists of individuals who possess a thorough knowledge and background in troubleshooting and programming PLC based systems, performing computer based technical assistance for the wastewater treatment plants, lift stations and residuals management. They are capable of creating graphic screens and programming the Supervisory Control and Data Acquisition (SCADA) systems allowing the lift stations, and Wastewater Treatment Plant equipment, to be monitored and controlled remotely and in some cases, controlled from a centralized location. They also are responsible for installing and repairing all hardware and software for the computers and peripheral devices and creating databases and spreadsheets so that historical data can be maintained and accessed easily. The electrical section personnel work hand-in-hand with the electronics staff and are qualified to perform general skilled maintenance and repair of electric motors, high and low voltage switching equipment, electrical control systems (i.e. centrifuge/incinerator controls; circuits, lighting, heating and air conditioning electrical components, UV disinfection systems and troubleshoot the diesel generator electrical systems, etc.). The mechanical technicians troubleshoot and repair complex pumping and wastewater treatment equipment. They are capable of dismantling and overhauling gearboxes, grit collection equipment, conveyors, mechanical grinders, pumps of all types, blowers and compressors, mixers, centrifuges, fluidized bed incinerator, control valves and various other process equipment. They possess technical skills such as proper alignment techniques, welding, use of cutting torch and some limited machine shop skills. An on-call Maintenance team is available after hours, weekends and holidays to respond to emergency and equipment breakdowns at the water filtration plant, both wastewater plants, lift stations and residuals management. The mission of the Water and Sewer Maintenance Department is to maintain the equipment at the Eastside Wastewater Treatment Plant, the Westside Wastewater Treatment Plant, the Frank L. Ward Water Filtration Plant and all Lift Stations, and the Residuals Management Division in order that they remain in compliance with all federal, state and local regulations. Maintenance staff accomplished these goals through their timely response to corrective maintenance work orders and by performing preventative maintenance as scheduled. The central Water Quality Lab provides necessary and required testing to ensure safe, clean drinking water, as well as performing analysis on the incoming and outgoing flows from both Wastewater Treatment facilities, as stipulated by the NPDES permits. The type of business activity conducted determines all discharge permits, or the type(s) of waste discharged from their facility. The issuance of NPDES permit limits is based on the ability of the treatment plant — either the Eastside WWTP or the Westside WWTP —to assimilate, treat and remove substances from the incoming waste stream. There were no discrepancies noted during the State inspection of IPP in 2017-2018.
