Pretreatment Annual Report
Narrative
General Information:
This Pretreatment Annual Report covers the period of January 1, 2018, through
December 31, 2018.
• AT, LTMP, HWA, SUO, ERP, IWS and Permits are all up to date.
• The information on the Pretreatment Program Information Database is correct.
• No Permits have lapsed or expired prior to renewal.
• There have been no program changes.
SIU Information:
Karastan Rug Mill
One Notice of Violation was issued to Karastan for 2018. On July 17th 2018, Karastan Rug
Mill informed me that a tank of Latex had been washed out into the sanitary sewer. This
process is usually performed by pumping the tanks out, but due to operator error was washed
into the sanitary sewer. This event does not place Karastan Rug Mill in SNC. A civil penalty of
$100.00 was assessed for this violation.
Weil McLain
Weil McLain was not in SNC and no NOV's were given for this PAR year.
Duke Energy
Duke Energy was not in SNC and no NOV's were given for this PAR year. February 7,
2018 we granted approval of an Ultra Filtration system for the removal of Arsenic, and added
more information about their bag system. March 1, 2018, we removed some parameters from
the permit, changed limits from daily max to monthly average, and increased daily flow.
October 23, 2018, we increased daily flow from 0.5MGD to 0.6MGD, decreased limits for
Arsenic and Molybdenum, and updated the flow diagram. December 21, 2018, we granted
approval for the addition of lime to treat coal combustion residuals.

Waste Reduction
In an effort to minimize waste, the City of Eden continues to operate a central
community Recycling Center, along with six remote deposit sites. Leaf composting and wood
debris mulching operations continue. The WWTP continues to land apply residual bio -solids on
local farms.
Industrial User waste reduction activities are summarized below:
Karastan Rug Mill, Permit No. 1005: Participates in the following waste reduction
activities. W39, W51, W72, W74, and W75.
Weil McLain, Permit No. 1012: Participates in the following waste reduction activities.
W19, W29, W34, W51, and W52.
