PROJECT SUMMARY: The applicant proposes to revise and expand the original subdivision/marina development authorized under LAMA Major Permit #128-00. FIELD INVESTIGATION REPORT: Snug Harbor Partners, LLC Page #2 9. PROJECT DESCRIPTION: This proposal represents a Major Modification to the original permit #128-00, issued to the applicant on 8/18/00. The project site was originally 41.8 acres in size. The applicant purchased an additional 20 acres, and has expanded and modified the proposal accordingly. The subject property lies adjacent to Nelson Bay in the community of Stacy, in eastern Carteret County. The tract is bordered by US 70 to the north, Salter's Creek and the Salter's Creek Bridge (NCDOT Bridge #45) to the east, and Nelson Bay to the south. Old Highway 70 extends across the project property, and has been abandoned. The additional acreage was purchased to the west of the original tract, and has the same characteristics of the original property before development began. According to USGS maps, the tract has an average elevation of +5' mean sea level. A large portion of the tract has been designated by the NC NRCS as wetland that has been prior converted for agriculture use, or PC fields. The southern boundary of this property is bordered by coastal marsh comprised predominantly of Juncus roemerianus, with S artina alternitlora, S artina ap tens, Salicornia sue, Cladium jamaicense, and Typha sip. The system transitions landward into Section 404 Wetlands, typified with a shrub system of Iva frutescens, Baccharis halimifolia, Magnolia vir~iniana, and Juniperus vir iniana, transitioning again to forested wetlands with pines, oaks, and sweet gum, with an understory of cat briar and switch cane. The Section 404 Wetland delineation has been approved by the US Army Corps of Engineers, and is on file. Typical soils on the tract are Leon and Hobucken Muck. The Carteret County Land Use Plan classifies the property as Rural, with all AEC's classified Conservation. Neither Nelson Bay nor Salter's Creek are designated Primary Nursery Areas. Both are closed to the taking of shellfish, and both carry water classifications of SC. The adjoining waters of Core Sound are classified SA- ORW. The composition of the substrata of Nelson Bay and Salter's Creek is predominantly silt and sand, with beds of submerged aquatic vegetation in the vicinity. The tidal amplitude in upper Nelson Bay is approximately 1'. The original permit authorized the subdivision infrastructure for 10 single family homes, the construction of 24 cluster homes, the excavation and stabilization of a 470' x 190' marina basin with 53 slips, the excavation of an 875' access channel, a boardwalk around the perimeter of the basin, a ship's store, 6925 sf of walkways thru the development, and parking. A force main to pump sewage across Salter's Creek to the existing package treatment plant of the Sailor's Snug Harbor Facility in Sea Level was to serve the community. The original basin proposal included a 290' x 20' circulation canal with a 55' x 60" culvert connecting to the basin, necessary to meet the DWQ DO requirements. Because of modifications made in this application, the DO Model has been recalculated, and is attached. The sampling returned similar results to the first model, with oxygen levels of 1 to 1.2 mg/L anticipated in the basin and channel. The original stormwater plan that was approved prior to LAMA permit issuance was modified on 5/16/00, changing the allowance for impervious surfaces on the individual tots to be sold. FIELD INVESTIGATION REPORT: Snug Harbor Partners, LLC Page #3 The original permit authorized 49,749 sf of impervious development within the Estuarine Shoreline AEC, without accounting for the individual residences. This amounted to 8.6% coverage on the 13.21 acres within the AEC. The total impervious allowed for the entire tract was 171,744 sf, or 9.4%. Again, this did not account for individual residences. The development of the subdivision infrastructure was anticipated to require the grading of approximately 30 acres. The current proposal is to convert the 62-acre tract into 60 individual lots to be sold for single- family homes. The marina basin and channel are in place, and would serve the community without changing the number of slips. When the basin was constructed, it was shitted 97' to the east, without relocating the access channel. This alteration did not change the impacts of the development, as both locations had the same site characteristics. The average lot size is proposed for 30,350 sf, ranging from 20,061 to 241,283 sf. Five acres will be allotted for community use, for a total built-out density of .97 lots/acre. The walkways throughout the community have increased to 7919 sf, and there has been the addition of a River Club. The Ship's Store with restaurant, parking, and swimming pool remain. A community pier with gazebo has also been added, and the boardwalk remains around the perimeter of the basin. The applicant is proposing to alter the circulation channel size, expand the access channel, hulkhead the access channel, add a gazebo to the southeast side of the marina, reconfigure and expand the road system, and construct a new package treatment system and community well. "1'he amount of impervious within the Estuarine Shoreline AEC will increase to 102,334 sf, or 17%, and the overall impervious will increase to 398,901 sf, or 15%. Neither includes the individual residences. The applicant has allowed for impervious coverage ran~~ing from 3200 sf to 4200 sf on individual lots, to bring the total built-out impervious for the property to 25%. Sununarily, the proposed changes are as follows: There will he 60 individual residences instead of 34 individual and cluster homes, with a building height of 50'. The River Club, with a 50' x 50' footprint, is proposed approximately 400' west of the access channel. Connected to the porch of this club is the proposed pier. The proposed pier is 180' x 6', and would extend approximately 29' over high ground, 20' over federal wetlands, and 131' into the open water. A 15' x 15' gazebo is proposed at the waterward end as an observation platform, because the water depth is approximately -.5' nlw. Also, a 20' x 20' gazebo is proposed in the common area southeast of the marina. The road system will consist of the main road with a circular system connecting to the parking lot at the clubhouse, and expanding to 3 roads that extend to all four sides of the marina. There is another road extending into the lots of the westernmost parcel of the property. Each road ends in a cul-de-sac, with 48' radii. The roads have 26' travelways with 3' shoulders, 3:1 slopes into vegetated swales within 45' right-of-ways. There are 2 10' x 70' sight distance triangles at the intersection of the main subdivision road and Highway 70 East. A concrete walkway is proposed FIELD INVESTIGATION REPORT: Snug Harbor Partners, LLC Page #4 to extend from the end of Bowline Place to Highway 70 East at the base of the bridge. According to the plats, this feature appears to be off of the applicant's property, and within the NCDOT right-of-way. Four stormwater retention ponds are proposed on the north side of the property, with S vegetative swales entering the ponds. Additionally, there are 3 close-end swales proposed for stormwater control. The grading for the subdivision infrastructure has been reduced to 15 acres with this proposal. The applicant has proposed to reduce the circulation channel from 20' in width to 14' in width, and the culvert from 60" to 30", while lengthening the culvert from 55' to 170'. A 10' x 50' pedestrian bridge is proposed to connect the walkways along both sides of the circulation channel. The access channel into the marina is to be widened within the high ground area for 15' on either side, for a length of 332' on each side, for a total of 664' x 30', or 19,920 sf. The applicant has proposed to stabilize the sides of the access channel with a concrete sheetpile bulkhead. This would extend for approximately 665' on the western side of the channel, and 655' on the eastern side, for a total length of 1320'. The landward 360' on the west side, and the landward 350' on the east side would stabilize the high ground cut. The next 195' on the west side, and the next 145' on the east side, would be constructed waterward of and require the fill of 3400 sf of Section 404 Wetlands. The final 110' on the west side, and 160' on the east side, would be constructed waterward of and require the fill of 2700 sf of Coastal Wetlands. The applicant can no longer utilize the existing wastewater treatment plant at the Sailor's Snug Harbor Facility due to SSH having used more capacity, and the size of the proposed development increasing by 57 °lo . Therefore, they propose to install a force main and associated lines within the road right-of-ways, and pump to a new package treatment plant they propose to construct on the north side of Highway 70 East, on property they also own. In this same location, they propose to install a community well, and again run the lines with other utilities within the community road right-of-ways. The adjacent parcel to the west of the subject property is owned by the applicant, but is being held for future development. 10. ANTICIPATED IMPACTS: As proposed, this project will require the grading of approximately 15 acres of high ground/pc wetland area. The proposal will require the excavation of 19,920 sf of high ground for the widening of the access channel. The bulkhead will require the filling of 2700 sf of Coastal Wetlands, and 3400 sf of Section 404 Wetlands, and will be unconsolidated along the length of the bulkhead. It can be expected that this material will move into the adjacent wetlands. Additionally, there is no wingwall shown at the end of the bulkhead adjacent to the high ground, FIELD INVESTIGATION REPORT: Snug Harbor Partners, LLC Page #5 --------------------------- also allowing for potential sediment movement in rain events. The pier will shade 120 sf of Section 404 Wetlands, and the remainder of the pier with gazebo will shade 1011 sf of Public Trust Area. The project will result in the development of a 60 unit residential community, with a density rate of .97 units/acre. T. Barrett January 04, 2006 Morehead City ~~ N~ , t Marina Village at Snug Harbor Major CAMA Permit Modification Request ~~, gar ;' ~~ •~ ,, - Project Background ~~5~~~'~a~ ~~~~~ DCM The Marina Village at Snug Harbor is a proposed 62 ac i entia~ development located on US Highway 70 near Sea Level in Carteret County, NC. The proposed development program and land plan is a modification of a plan for the property approved in 2000 through the issuance of Major CAMA Permit #128-00 and through Preliminary Subdivision Plat approval by Carteret County. Permit #128-00 was renewed in January 2006. Snug Harbor Partners, LLC, the current property owners, are requesting a modification to CAMA Permit #128-00 to permit the addition of 20 acres to the original 42 acre tract; an increase in the number of residential lots; the relocation of the amenity facilities and support utilities, the addition of a River Club Facility with a pedestrian pier, a swimming pool; and, minor adjustments to the configuration of the marina basin, entrance canal and circulation channel. A revised Preliminary Plat for these modifications was submitted and approved by Carteret County in 2006. Modified stormwater plans, erosion control plans and utility plans prepared in support of the CAMA permit modification request have been submitted to the respective review agencies and are currently under plan review. The marina basin, open water channel and canal have been excavated and stabilized along with a construction access roadway and a spoil facility. Bulkheads and slip facilities have not been constructed to date. The following summarizes the primary differences between the permitted and the proposed modification to the development plans. Existing Capacity New WWTP None Proposed The proposed plan has eliminated the minimum 7,000 square foot cluster lots and reconfigured the lots to a minimum of 20,000 square feet. With the addition of 20 acres of land, the lot count has increased from 34 to 60 lots. The proposed ship's store, restaurant, office, fuel tanks and parking area have been relocated approximately 30 feet Page 1 of 2 north of the permitted location. A swimming pool and a river club with a pedestrian pier and gazebo are now proposed as additional project amenities. A low density best management practice (BMP) strategy has been prepared for the property to protect the marina waters and adjacent waters from stormwater run-off pollutants. The project has been designed under the low density provision of the NC Division of Water Quality stormwater regulations. Infiltration basins and closed end roadside swales will be employed to minimize the stormwater fun-off into the marina basin. The residential lots surrounding the basin will be graded to direct most stormwater away from the basin and the surrounding waters. Marina Basin The Marina facility is currently permitted for 53 commercial and residential boat slips with fuel service and sewerage pump-out facilities. The constructed basin and entrance channel and canal were dredged to a depth of -3.0 feet NLW to match the depth of the connecting channel, Salter Creek, which is also at a current depth of -3.0 feet NLW. The current permit allows the basin to be dug to a depth of minus 5.0 feet NLW and the connecting channel to a depth of minus 5.5 feet NLW. The final depth of the basin and channel will not exceed the depth of the adjacent connecting navigable channel, Salter's Creek, which was surveyed to be minus 6.5 feet NLW in 1999. Proposed minor changes to the permitted marina facility include: -Shifting the location of the marina basin approximately 97 feet north along the north south axis of the permitted location. The basin entrance channel alignment remains the same as permitted. The basin size and slip count remain the same as permitted. -"Squaring" of the inside corners of the bulkhead in the marina. -Widening the north and south sides of the entrance canal (upland portion) by 15 feet each side. -Minor realignment of the circulation canal. The circulation canal is designed to encourage additional flushing for the marina basin by providing a second outlet to the surrounding waters. The dissolved oxygen model does not use the circulation canal as a value in determining projected DO levels. The canal will be reduced in width from 20' to 14'. The pipe will be reduced in size from 60" to 30" and extended in length from 90' to 170' . A new Dissolved Oxygen Model was performed for the minor basin and canal configuration changes.
