Box 1358 �� � 1a93ay Burlington, NC 27216-1358 Sludge Management Narrative City of Burlington NPDES Permit Permit #: NCG590013 Date: December 28, 2018 The solids that are generated during the course of the water purification process is classified as a Class A product. The method of disposal satisfies the requirements of the 40 CFR 503 biosolids regulations and the 40 CFR 257 Solid waste disposal regulations. The treatment plant participates in a land application sludge management program under non-discharge permit number WQ0000520 issued by NCDENR/DWQ to the City of Burlington. The sludge management program includes disposal of the water plant sludge (Total of 4,264,000 gallons in 2017 and 2018) on participating farmland. The treatment plant settling lagoons thicken the sludge by gravity. Thickened sludge can be combined with wastewater plant biosolids for land application, or applied directly to farmland. Our practice is to top dress the water plant sludge with either nitrogen fertilizer, potassium, or biosolids to improve the nutrient value to the farmer. The City has permitted 2,995.90 acres for the sludge management program. The City contracts with a biosolids management company to perform the site applications and assist with record keeping and reporting. Annual reports are submitted to the USEPA and the NCDENR.
