Based on an inspection of your facility on June 5, 2018, Asheville Regional Office staff found that industrial
activities or materials on your site either are exposed, or have the potential to be exposed to stormwater discharge.
The Division of Energy Mineral and Land Resources is unable to grant your requested exemption from permit
coverage when industrial activities or materials are exposed or have the potential to be exposed. Please see
attached inspection report.

Inspection Summary:
On June 5, 2018 this facility was inspected for exposure. I met with Scott Reading on site. During the inspection the
following items were noted.
1) There was excessive paper waste at and around the railroad tracks at the rear of the facility. Better housekeeping
practices are required for No Exposure status.
2) Rolls of raw material (paper) on site were observed to be exposed to precipitation. The "caps" installed on the rolls of
material are inadequate to completely protect the material from precipitation.
Based on an inspection of your facility, Asheville Regional Office staff found that industrial activities or materials on your site
either are exposed, or have the potential to be exposed to stormwater discharge.
The Division of Energy Mineral and Land Resources is unable to grant your requested exemption from permit coverage when
industrial activities or materials are exposed or have the potential to be exposed.
