NARRATIVE SUMMARY
GENERAL INFORMATION:
GENERAL PROGRAM INFORMATION:
During this reporting period, the Town of Ramseur calculated a site-specific
Headworks Analysis which is current under review by the State. The Town did not
modify any of the other Pretreatment Program Elements. The Program Element
dates listed on the Division's Database Program Information sheet are correct. A
copy of the "Pretreatment Program Info Database" is attached.
GENERAL PERMIT INFORMATION:
The Town of Ramseur did not modify the Industrial User permit issued to Matlab.
SIU INFORMATION:
1. Matlab, IUP#0003
SIGNIFICANT NONCOMPLIANCE (SNC) INFORMATION:
During this reporting period, Matlab was in SNC for Zinc violations that
occurred during the second compliance period. Matlab identified the source
of zinc and is relocating the manufacturing process contributing to the
elevated zinc levels to another facility. In accordance with pretreatment
regulations and the Town's Enforcement Response Plan, a Notice of
Violation was sent to Matlab as well as publishing a Public Notice and
assessing civil penalties.
OTHER INFORMATION:
Matlab exceeded the daily maximum limit for Zinc during both compliance
periods. A Notice of Violation was sent to Matlab as required by the
Enforcement Response Plan.
The POTW completed all the required permit monitoring.

PUBLIC NOTICE
The Town of Ramseur in accordance with Federal and State
Regulations is hereby giving public notice. Listed below are
significant industrial users that were in significant non-
compliance with national pretreatment regulations (40 CFR Part
403), state pretreatment regulations (15 NCAC 2H .0900), and
local pretreatment regulations during the period of July 2018
through December 2017.
Matlab was in a status of significant noncompliance for exceeding
the Industrial User Permit Iimitation for Zinc.
Matlab is taking remedial actions by relocating the manufacturing
process contributing to the elevated Zinc levels to another facility.
A written notification entitled "Notice of Violation" was sent to
the industry's authorized representative requiring an explanation
of the violation and implementation of remedial actions. The
Town assessed civil penalties in accordance with the Town's
Enforcement Response Plan.
