HomeMy WebLinkAboutWQ0015931_2015 July Flow Reduction Request Response_20150909Leggett, Michael To: Thornburg, Nathaniel Subject: Flow Reduction Request: Trump Nathaniel, I'm going to return the Cottages of Boone down to you today as it isn't a flow reduction request. I'm also going to send down the other request that was brought up here for the Trump National Golf Club facility (WQ0015931). I'm of the opinion that this doesn't require a flow reduction. Per 15A NCAC 02T.0114(f), flow reductions can "be granted for permitted but not yet tributary connections and future connections tributary to the system". The Trump facility is at buildout according to the narrative and is requesting a reduction in the number of drip zones. From my perspective I can't really issue a flow reduction. To me it's an evaluation of the NDMR data to see if the number of drip zones can be reduced, which is probably best handled through a permit modification. Yes, there is definitely a typo on the permit number. 1 used the one in the letter which is wrong and then noticed all the old permits had a different number. Nathaniel said that the package would not be going to the region. I only got a single copy of it myself. It was routed to the PERCS people initially, but it is not a request for lower flow, just fewer fields. I can scan the package and send it to you in parts. Will that be ok. IT has really screwed things up around here and can't get a file of any size scanned in one piece. He said I was to send you the modified permit once it was done. I'll begin scanning it. But for now, it's still there. I don't have a problem with keeping it in the description either. • on the repeat with item 12 under IV, it is actually item 12 that should be taken out. Copying and pasting can sometimes be problematic with Word and I guess that's what happened. • 1 have added the footnote for what 3 x year means in Attachment A. I think that's all the things you caught and again thanks for being set of fresh eyes to look over it. I'll email this to Tim Bannister right away. Operation and Maintenance Requirements Page 5, statement #5 "A suitable year round vegetative cover......." I would like to correct this and get the language back to the original system approved design to " A suitable year round mulch cover......". These drip zones were originally designed and approved with 4" of mulch cover over the tubing. It gives me heartburn every time I read this statement and somehow got inserted, I believe, at the first renewal of the original permit. I would like to get this corrected because it would be a huge undertaking to actually get this to a "vegetative" state with the tubing on the surface. Mulch was approved back in 1995 and leaf litter, in these wooded sites, have continued to keep the tubing covered lightly over the years. IV. Monitoring and Reporting Requirements Page 7, statement #6 Freeboard in the "five day detention pond........" should actually read as: Freeboard in the "wet weather storage pond........". We have a large, probably six month storage pond for the "finished re -use water". The old permit had this correct wording. This is a different storage pond than the 5 -day upset pond. I did find like you two or three that popped up way out of place. I don't have the original surveyors logs either, I have only what you have which is the permit listing. I would have to assume there may have been a typo or two. So, I have re -mapped all drip and spray as you can see on the attached screen shot of my software that I use. I will get the new coordinates typed.up in a list today and send to you by the end of the day. I checked all of them and tweaked any that needed it. This matches the maps that I sent to you yesterday. of each zone area. I tried to hit the approximate center of each area. However, please understand that I have found Google to be fairly reliable. I have gone out many times and found that the coordinates lead me to the approximate area but not always within 5 or 10 feet. It should keep us in the area of each though. Just a side note, I don't know how much you use Google Earth, but I use it all day every day with our inspection program. I have found it to vary much of the time. I have it give me as good as within 3 meters and as much as 40 meters at times. Tonight it was very good on the ones that I searched. Before money is spent to survey again and give new coordinates can you provide me with the ones that you showed out of bounds? Maybe it is Google issue, not a survey issue? The site map needs to show the numbering of the spray fields as well. Also, the latitudes & longitudes of the spray fields need to be updated. The inspection included the reclaimed system's WWTP, lagoon storage, application fields and records. The collection system (WQCSD0510) was also inspected and those findings will be included in a separate report from Barry Love, The MRO noted a couple of issues to address to maintain overall permit compliance: • Repair line breaks seen in field D-1; and, evaluate and repair driplines in remaining fields. Repair the mud -well's visual and audible high water alarms. The plant discharges to the 5 -day upset pond with high water levels and the irrigation system is connected by auto -dialer to the ORC; however, the permit notes audible and visual high-water alarms in the system description. This permit is currently in modification for the reduction of irrigation fields. The contractor proposes the Driving Range spray irrigation system, which to date has not been utilized for the reclaimed system (although permitted), be used as a back-up application area as flows dictate. The MRO recommends that appropriate siqnaqe be posted at the driving range prior to irrigation with reclaimed water and that a system check is conducted to verifv it is workina Properly. Two sheets is fine. I did not know that about Google Earth being so far off. Good to know. There's another possibility and that is that the latitudes and longitudes were mis-typed into our database. Could I get the data you have on this and I will double check the typing previously done. That is by far the least expensive thing to do. All of the drip fields lined up with your map, so I don't think there is a problem with those. If I have a labeled map of the spray fields I can get coordinates with reasonable accuracy if it is not a typo in the database. Thanks and have a good conference. I Just a need a couple of things clarified pertaining to the two points you are stating. I . I don't have any issues with leaving the flow at 25,000. 2. 1 will provide a site map that shows what you want. Actually it will have to be two sheets, one for the six drip fields, and one for the 17 spray fields. I will make sure they are labeled. 3. 1 am not sure about getting any coordinates corrected on the drip or spray fields. They were all surveyed by Land Design engineering firm back when they mapped, designed, and submitted the plans originally. I randomly searched several drip and several spay fields tonight on Google Earth and they hit correctly. Just a side note, I don't know how much you use Google Earth, but I use it all day every day with our inspection program. I have found it to vary much of the time. I have it give me as good as within 3 meters and as much as 40 meters at times. Tonight it was very good on the ones that I searched. Before money is spent to survey again and give new coordinates can you provide me with the ones that you showed out of bounds? Maybe it is Google issue, not a survey issue? I am in Raleigh at a wastewater conference this week until Friday. I will try to get the maps sent to you by Monday. Thank you for your assistance. I need a site map of some type for the permit. There was a site map showing fields D-4 to D-7 that were to be removed. That map was excellent, but did not show the numbering of the spray fields. The site map needs to show the numbering of the spray fields as well. Also, the latitudes & longitudes of the spray fields need to be updated. When I mapped these on Google Earth, there were spray fields in the road, the pond, and on the other side of the road. Attached is a copy of the letter requesting this information.
