Michael Johnson has shared that on Thursday Chemours implement the process change
(closing the vents) as discussed with Jim Gregson after the public meeting as a means to reduce
the discharge ofGenX. Heindicated they think that sofar kseems tohave worked and the water
testing this week will help confirm if concentrations in the wastewater has decreased as [hemours
thinks it would to work towards the remaining 20% reduction.

We're are continuing toconsider additional sampling concepts. Wealso need tounderstand what
analysis capacity EPA ORDcan provide. Chris Johnson atthe DVVRlab will becoordinating with EPA
ORDfor us. Definitely need your help in designing further sampling plans.

FYI- Four citizens have called and left me a message to not reissue a NPDES permit to Chemours. They
were all appreciative that DWR was looking into the matter and are very concerned.
When discussing the possibility ofKOtreatment can you please consider discussing the following:
From apermitting perspective | have afew requests:
1) Chemours should sample each process line (all five identified in permit application) discharging
to the WWTP and the separate stormwater from the process areas to assess all other sources of
HFPOdimeracid.
Z) IfHFPObbeing discharging from other areas, asDr. Knappebconcerned about [hemours
should consider providing ROtreatment for all the 1.2 MGDwastewaters discharged from the
Wastewater treatment p|ant—thisw/ay everything is covered and any additional pollutants
(ethers)vveare concerned about will be addressed as well.
3) 1 realize Chemours believes most of the HFPO climer acid is coming from the vinyl ethers process
—but sampling would confirm it.
Treating the vinyl either process wastewaters with RO or pumping and hauling itfor incineration
(-160,000 gpd) would at least alleviate immediate concerns but the Division will need to confirm
it's not being discharged from other areas.
Note it's possible that [hemouo cannot treat the vinyl either process wastewaters with RO because it
contains particulate matter but treating the wastewaters from the Activated Sludge plant with R0
should be possible.
