Michael Johnson has shared that on Thursday Chemours implement the process change
(closing the vents) as discussed with Jim Gregson after the public meeting as a means to reduce
the discharge of GenX. Heindicated they think that sofar itseems tohave worked and the water
testing this week will help confirm if concentrations in the wastewater has decreased as [hemuuo
thinks it would to work towards the remaining 20% reduction.
We're are continuing toconsider additional sampling concepts. \Nealso need tounderstand what
analysis capacity EPA ORDcan provide. Chris Johnson atthe D\NRlab will becoordinating with EPA
ORDfor us. Definitely need your help in designing further sampling plans.

FYI- Four citizens have called and left me a message to not reissue a NPDES permit to Chemours. They
were all appreciative that DWR was looking into the matter and are very concerned.
When discussing the possibility ofROtreatment can you please consider discussing the following:
From apermitting perspective | have afew requests:
l) <!—[if!supportLists]—><!—[endif] —>[hemounshould sample each process line (all five identified
in permit application) discharging tothe VV\NTP and the separate stormvvaterfrom the process
areas toassess all other sources ofHFPOdimeracid.
2) <!--[if !supportLists]--><!--[endif]-->If HFPO is being discharging from other areas, as Dr. Knappe
isconcerned about Chemoursshould consider providing ROtreatment for all the l.ZMGD
wastewaters discharged from the Wastewater treatment plant — this way everything is covered
and any additional pollutants (ethers) we are concerned about will be addressed as well.
3) <!--[if !supportLists]--><!--[endif]-->I realize Chemours believes most of the HFPO climer acid is
coming from the vinyl ethers process — but sampling would confirm it.
Treating the vinyl either process wastewaters with ROorpumping and hauling itfor incineration
(-160,000 gpd) would at least alleviate immediate concerns but the Division will need to confirm
it's not being discharged from other areas.
Note it's possible that [hemoum cannot treat the vinyl either process wastewaters with 8O because it
contains particulate matter but treating the wastewaters from the Activated Sludge plant with RO
should bepossible.
