Supportine Documentation for WT-1 and WT-2
The Specific Conditions for the Impingement Type Wet Scrubber (ID No. WTCD-3)
listed in Item 4 of the site's Air Permit is discussed under section A(8) of that permit.
The Permit states that the scrubber "is installed solely for control of odorous emissions
from the wastewater treatment sludge dryers Nos. WT-1 and WT-2 and shall be
operated as necessary to control odorous emissions."
Emissions from the drying of activated sludge could generally be grouped into the
following categories:
Carbon Dioxide
Methane
Amines
Ammonia
Mercaptans
The amines, ammonia, and mercaptans would be controlled with the Scrubber; the
carbon dioxide and methane are exempted as VOCs.
Based on the lack of odors coming from the discharge of scrubber No. WTCD-3, and
the low odor threshold of the possible odorous compounds coming from the scrubber,
we feel that only an insignificant amount of VOCs could be emitted from this source.
Additionally, this sludge drying operation appears to be categorically exempted by the
Instruction's section titled "Sources Not Required to Report", which lists under Item F
"Industrial wastewater treatment processes" except for "sludge incinerators".
