Johnson, Environmental Coordinator DuPont Company - Fayetteville Works 22828 NC Highway 87 West Fayetteville, North Carolina 28306-7332 SUBJECT: Request for Additional Source Test Information DuPont Company - Fayetteville Works, Air Permit No. 3735R19 Duart, NC, Bladen County 6/09-00009 Dear Mr. Johnson: The Division is in the process of reviewing the Fayetteville Works Butacite facility source test report that was received by this Division on July 27, 1999. The test report was for the Scrubber Performance Test performed on May 3 and 28, 1999. Please note that the test report infers that there was no major issues with the testing procedure / methodology. Only on page 33 of the test report is there a brief explanation that a pre -test matrix spike was not successful and that during a post-test matrix spike (and only after repeated attempts) was it possible to achieve the desired 90% recovery. Please note that this issue was discussed with Mr. Tom McKinney of our office who was present for approximately 12 hours during the testing conducted on May 28, 1999. At that time, several different possibilities were discussed in efforts to explain the difficulty in achieving the desired recovery during the pre- and post -audit procedure. Mr. Ken Hausle, with KJH Environmental Services, agreed to Mr. McKinney's request that the test report would address, in detail, the possible explanations for the auditing problem, identify the most likely explanation for the problem, and justify the use of the test data obtained on May 28, 1999 to establish compliance with the National Emission Standard for the Printing and Publishing Industry (40 CFR Part 63 Subpart KK). Please provide a written response to address these issues that we can use as a supplement to the stack test report.. Please provide a written response within 30 days.
