HomeMy WebLinkAboutDEQ-CFW_000874731.0 INTRODUCTION E.I. DuPont de Nemours operates the DuPont Fayetteville Works Plant in Duart, North Carolina. This facility consists of a Butacite(V area, a Nafion® area, and utility operations. ButaciteO operations produce a soft, pliable polyvinyl butyral sheeting. This plastic sheeting is used in the manufacturing of laminated safety glass for automotive and architectural applications. The Nafion® area produces highly specialized fluorinated hydrocarbons. The utility operations for the facility consists of two No. 6 fuel oil boilers. These boilers provide steam used in the production processes. 1.1 Background Title V of the 1990 Clean Air Act Amendments established a comprehensive new operating permit program to be administered by the states. North Carolina's overall operating permit program statutes are codified in North Carolina Administrative Code (NCAC) 2Q.0100 through 2Q.0600. Title V procedures of North Carolina's operating permit program are codified in NCAC 2Q.0500. In NCAC 2Q.0502, it is indicated that all major sources must obtain a Title V operating permit. The DuPont Fayetteville plant is a major source because potential emissions of volatile organic compounds (VQC), Sulfur Dioxide (SOI), Nitrogen Oxides qiOJ, and Particulate Matter (PM) exceed the Title V major source thresholds of 100 tons per year. Additionally, potential Hazardous Air Pollutant (HAP) emissions at the facility are greater than 10 tons per year individually and 25 tons per year collectively. 1.2 Organization of Report The remainder of this section includes Table 1-1 which summarizes building heights at the facility and Table 1-2 which summarizes emissions of regulated pollutants at the facility. These tables are followed by North Carolina Application Form A-1 and Figures 1-1, 1-2, and 1-3 which are the Site Location Map, Plot Plan, and Plant Layout/Roof Diagram, respectively. The remainder of the report is divided into the following sections: • Section 2 - Butacite® Process Area • Section 3 - Nafion® Process Area • Section 4 - Utility Operations • Section 5 - Facility -Wide Forms Sections 2, 3, and 4 include a description of the process area including tables summarizing emission units and applicable regulations. The tables are followed by the applicable North Carolina application forms including flow charts for each emissions unit.
