SUBJECT: Monthly Monitoring Reports
Reporting Units
The Division of Environmental Management issued to you or your company an
NPDES permit that requires the submission of monthly monitoring reports. As
part of this report, you are required to submit daily values for specified
parameters and their respective reporting units.
In the past, the Division allowed the permittee to choose reporting units
that were different from permit specified units for many parameters. In a
number of cases, this policy allowed the use of units that were incompatible
with our computerized database, and therefore, caused compliance determination
problems.
Now that the State has been recently required by EPA to interface our
database with their national database, this flexibility is no longer possible.
It is imperative that all reporting units be consistent with the units
specified in the permit for influent, effluent, upstream, and downstream
locations. Therefore, beginning with the May 1989 reporting period, each
permittee will be required to report in the units specified in its NPDES
permit(s). Failure to comply with this requirement will result in the report
being returned for correction(s) and resubmitting. Failure to resubmit the
report within 30 days following the end of the reporting period will result in
a Notice of Violation and, in cases where there have been previous late DMR
submittals, it may result in a civil penalty assessment. You should note that
State forms provided for monthly reports contain the units normally used for
specific parameters. If the unit(s) specified in your permit are different,
please make the appropriate change(s). In addition permittees usin"`;;.F.,h�_
