Dear Mr. Garton:

The North Carolina Department of Environmental Quality (NCDEQ) has reviewed the
"Groundwater Sampling Work Plan "(Plan), dated July 17, 2017, prepared by Parsons for the facility
located at 22828 NC highway 87 West, Fayetteville, North Carolina. Based upon the technical
review of the Plan NCDEQ has determined that the document is acceptable under the following
conditions and comments;
1. The report should include a table with a history of previous sampling events and
their results for comparison purposes with the current sampling event.
2. The Plan should be signed by a designated individual identified by your Consultant.
3. Provide a geotocation for sampling point SWM-01, the water intake location and the
outfall location CNCDEQ has geolocations for the other sampling points).
4. Clarify the list of compounds in Table 1 to include a column for CAS numbers to
ensure the split samples are analyzed for the correct target anaiytes.
5. The Facility must send NCDEQ the raw laboratory data as soon as it is finalized by
the laboratory.
6. The DWM GC/MS library search will be performed on the Method 537 SPE extract.
We encourage the Facility to do the same search.
7. EPA Method 537 specifies nitrite gloves for sampling activities.
8. Identify which of the processes listed in the table in Section 1.2 involve the PEAS
compound specified by CASN 13252-1.3-6.
