On October 18, 2013, the NC Division of Air Quality received notification of an upcoming 502(b)(10)
change at your facility located in Duart Township, North Carolina. The change involves the replacement of an
aqueous CO2 scrubber system with a gas separation "permeator" system to eliminate wastewater discharge from
the vinyl ethers north process NS-B. The new system will vent 267 tons per year of CO2 directly to the
atmosphere but will not trigger any new air quality requirement. Following the proposed change, you shall
continue to control the vinyl ethers north process with baffle -plate scrubber NCD-Hdrl or NCD-Hdr2 and ensure
the process meets Conditions 2.1 C.3, 4, and 8 in your current permit.
You may implement the change provided you have given EPA a seven day advanced notice with the
information specified in 15A NCAC 2Q .0523(a)(2) and have attached a copy of the notification to your permit.
The permit shield will not extend to the gas separation system until it is incorporated into the permit at the time of
the next significant modification or upon permit renewal. Until that time, you must certify compliance with the
existing permit terms for this 502(b)(10) change on the annual compliance certification.

understand that it is my responsibility to ensure each proposed modification qualifies as a 502(b)(I 0) change under ISA NCAC 2Q .0523. My facility assumes all financial risks associated with construction and
peration without a permit revision and will not proceed until after providing both the EPA and NC DAQ a seven day advanced notice. This notification will be attached to the permit prior to makIng a change
nd remain until the permit is revised to include the change(s). The facility Will follow the proposed monitoring and attached permit conditions during the interim period and address compliance in the annual
DITIpliance certification. Emissions resulting from the affected source(s) will be included in the annual emissions inventory, I am aware the permit shield in ISA NCAC 20.0512(a) does not extend to the
