Subject: Bladen Bluffs Regional water System; DENR # 1388 and DWQ #1320- DWQ Memorandum dated April 16, 2007 From: "Morella Sanchez -King" <MSanchezK@hobbsupchurch.com> Date: Fri, 20 Jul 2007 14:19:18 -0400 To: "Elizabeth Kountis" <Elizabeth.Kountis@ncmail.net> CC: "Hannah Stallings" <Hannah.Stallings@ncmail.net>, "Nora Deamer" <Nora.Deamer@ncmail.net>, "Don Betz" <don@lcfwasa. org> Betsy: I need your perspective on the following comment from Nora: : V10 AsNOUM $0: ai to ?b} G1911 TfttAK fb"* SWUAtt SUBM : InUfto Cmwir DON'Rol In. . Nora Deter, the Cape Fear Basinwide planner, has the following concerns. - This segment of the Cape Fear is cl ently not rated, It experiences Wgh chlorophyll a and low pH Jevelsi. New data for the 2008 IR report is due out any day. I'm not sure how the water quality in the area would affect a reclassification to WSW. I assume this will I considerodif*ieclaisificationptoceods, You may want to ask Betsy about this. Icy other eoncern is water volume. Nov such cif this water will be returned to the river'? liow will this consumptive rate effect the users (municipalities and of , atic organisms) down stream? I assume that othis r reviewing this plan can give you a better feet for if this is an issue or not. Pie let me Mow if you have any questions. Nora can be reached at 9 i9) 733-5083, ext. 374, What do you suggest to address Nora's comment related to the segment of the river "not being rated". The segment of the river is currently rated as "C", whose water quality condition is eligible for a WS-IV reclassification. Last time that we talked, you informed me that the water quality group was going to gather samples to verify the current water quality. What's else do you know about it? For her second comment, we are currently running scenarios on the OASIS Cape Fear Model to estimate the river flow as a consequence of this project during drought conditions as well as projected future upstream and downstream consumption; with this, 1 think we address Nora's second concern.
