Cooperative Agreement between the
Environmental Management Commission, the Division of Water Resources,
and the Lumber River Council of Governments
Ocrober 14, 2004
This cooperative agreement between the Environmental Management Commission, the Division of Water
Resources, and the Lumber River Council of Governments (which represents local governments and
stakeholders in Bladen, Columbus, Hoke, Robeson, Sampson and Scotland Counties) will assure that ground
waxer levels and withdrawals are monitored and recorded, that a regional plan for long-range, sustainable wafer
supply sources is developed, and that ground water level declines are managed to avoid damage to the
aquifers. The EMC will review progress at least annually to assure that the specific milestones are met. The
agreement allows local water users the opportunity to take responsibility for planning and managing water
resources on a long range, sustainable basis- 'The EMC retains die authority to begin the development of
capacity use area. rules at any tine if it determines that progress under this agreement to resolve water
management problems is not satisfactory
The region's water users and the LRCOG will undertake the following strategies and objectives:
• improve the regional monitoring well network with a goat of investing $150,000 per year over five

By February 2006, Smithfield Foods, Inc. is expected to develop a plan for sustainable water sources
either acting alone or in partnership with Bladen County and possibly with other users. The plan
must be satisfactory to the Division of Water Resources. Smithfield Foods or a partnership of water
users, if such a partnership is formed, wili make quarterly progress reports to the Division starting in
January 2005.
• alternative water sources planning assistance by LRCOG to regional water users, including: sjjft&
users to surface water sources, using reclaimed water, reducing waste of water and improving water
use efficiency, developing shallower aquifers, and adding interconnections among water systems
• arrange a 2005 agricultural water use survey by the Department of Agriculture and Consumer
Services with periodic updates
• develop conservation and rouse strategies for cash sector of water supply, including assistant from
the Division of Pollution Prevention and Environmental Assistance with industrial users; efforts by
the North Carolina Cooperative Extension with irrigators, egri-business and intensive livestock users;
and efforts by LRC OG to promote water efficiency rate structures and public water system
transmission line integrity
• develop regional water supply plans for 2030 that encompass additional water sources, environmental
protection, intro system cooperation, and regional wages resource u=agoment

Bladen Bluffs Regional Surface Water System
History of Lower Cape Fear Water & Sewer Authority (LCFWSA)
The LCFWSA is responsible for providing wholesale regional raw water supply services to local governments
and industry within its five -county service area comprised of Bladen, Brunswick, Columbus, New Hanover, and
Pender Counties, as well as the City of Wilmington. The Authority is a self-supporting agency which depends on
customer rates and fees to support its operations. The Authority's purpose is to provide a reliable and dependable
surface water supply as cost-effective as possible through economy of scale while operating on sound fiscal and
utility principles.
Bladen Bluffs Regional Surface Water System —A Regional Managed Approach
In order to manage ground water resources aquifers, the NC Environmental Management Commission, the
NC Division of Water Resources, and the Lumber River Council of Governments, entered into a ground water
protection agreement, which among other strategies, will shift current water users to surface water sources.
The Bladen Bluffs Regional Surface Water System is being launched to reduce groundwater draws by current
users, with the dual goals of providing a sustainable surface water supply and regional aquifer conservation. The
launch customer for this project is the Smithfield Packing Company, whose Tar Heel facility is one of the largest
employers in the region with approximately 5,000 employees at its Bladen County facility. As one of the largest
water users in the region, transferring Smithfield's water use to abundant surface sources will significantly impact
aquifer draw.
The Bladen Bluffs project will also provide a regional solution for public water supply systems in search of
sustainable water supplies to mitigate groundwater quantity and quality concerns. The project will be scalable for
future industrial and municipal demand, and will provide additional infrastructure capacity for population growth,
economic development, and groundwater conservation. Initial plans call for a 4 MGD (million gallon per day)
treatment capacity, but will be designed for future growth as the water intake/pumping station will be engineered
to a 30 MGD capacity.
Proposed Project Schedule
LCFWASA has retained Camp Dresser & McKee (CDM) to assist with the planning, permitting, and design of the
Bladen Bluffs Regional Surface Water Treatment Plant. Data collection and design activities will begin in March
2007. Construction of the project is envisioned to begin in the fall of 2008 and will be completed in the winter of
2010.
