We contacted CAM (Bladen Bluffs WTP designers) yesterday. Please read
below my question to CDM and William Dowbiggin's (CDM) response.
My question:
Regardless if part of the plant is inside or outside of the critical
area, the NPDES discharge to the river of the backwash flow will be
downstream of the intake, and therefore outside of the critical area.
Consequently, the water quality standards for the backwash water would
be for "C" waters instead of WS-IV.
Mr. Dowbiggin response:
Answer is yes - discharge goes to the ditch that goes downstream of the
intake. This should be apparent from past.drawing since all discharges
end up draining to the ditch that drains Ito downstream.
I am enclosing the CDM drawing that Mr. Dowbiggin is referring to.

I learned at the hearing on Aug 14 that the discharge from the water
treatment plant (WTP), that is the WTP proposed in association with the
proposed intake, is to be located in the -proposed area to be
reclassified. Is this correct? If so, this discharge would need to meet
water supply water quality standards. Have you already taken this into
account?
