From: Nunn, Scott[mailto:scott.nunn@starnewsonline.com Sent: Tuesday, July 25, 2017 10:35 AM To: Munger, Bridget <brid et.mun er@ncdenr. ov> Subject: Chemours discharge permit Good morning. I'm trying to add some context to Gov. Cooper's announcement about the Chemours discharge permit. Denial of Chemours' Permit Application Chemours is in the process of applying for a new NPDES (National Pollutant Discharge Elimination Systern) permit, a federal permit program that controls water pollution and is managed by North Carolina DEQ. Today, governor Cooper announced that DEO will deny Chemours' permit request to release GenX, issuing a new draft permit that prevents GenX release. Acknowledging the potential for other possibly harmful compounds, Chemours` draft permit will include a clause authorizing the state to quickly re -open the permit if needed to regulate and enforce levels of any of emerging compounds based on new scientific findings. Does this imply that the current expired permit (NC00003573), which I understand remains in place administratively, allowed Chemours to discharge GenX? Does Chemours` permit renewal application of April 27, 2016, seek permission for the discharge of GenX? Or were the active permit and -or application for renewal too vague on GenX, and any new permit will explicitly ban GenX discharge? In other words, what rules concerning GenX would a new permit now need to require that the other two did not?
