I have looked at the RCRA Facility Investigation Report (RFI) submitted by the DuPont/Chemours Facility,
dated February 7, 2014 (subsequently revised on August 15, 2015) and approved by NCDENR (now
NCDEQ) on December 15, 2014. In particular I looked at the groundwater flow direction offered by the
Facility, which was produced in June 2013. Based on the information submitted by the Facility's
consultant in this document I am of the opinion that this groundwater flow direction that mainly flows
to the Cape Fear River is a reasonable conclusion presented by the data. Mike Babuin, a North Carolina
PG with the section also reviewed this information and agreed with this conclusion.
