It was good talking with you. As you requested, below is my contact information. To reiterate, DWR staff have met
several times with staff from Reidsville, Greensboro, and Asheboro to discuss this issue and have encouraged them to do
collection system sampling and start determining potential sources of 1,4dioxane. We have already asked them to start
considering what steps can be taken to reduce this pollutant in their WVv7P's discharge. Since this isanunregulated
pollutant there is limited data on treatability, cost of removal, and even the accuracy of the testing procedure (ie. there
is no EPA approved wastewater test for 1,4 dioxane). As we discussed, several of the Cities have been able to identify
some of the potential sources. While we anticipate putting an effluent monitoring requirement into each City's permit,
in the end, some sort of compliance schedule may have to be developed by each City outlining what steps they will take
to reduce/eliminate the contaminant. We see source identification as key to this process so this is why collection system
sampling issoimportant.
As you are aware, EPA had Water Supplies test for this unregulated parameter but there is no Safe Drinking Water
Standard for this pollutant. Health advisories in US states range significantly (3 ug/L to 70 ug/L)-see some of the reports

6). However, in 2010, US EPA revised its 1,4-dioxane risk evaluation, such that a 10-6 risk level corresponds to 0.35 ug/L
. As a result, states revised notification levels but I have not found a revised Table with updated state health advisories
aupublished inthe reports above. In addition, conventional activated sludge and other common municipal wastewater
treatment technologies have proven ineffective intreating 1,4dioxane.
When we met with these three Cities last, the DWR study on 1,4 dioxane in the Cape Fear was just being completed. We
will continue to communicate with these three cities and let them know what changes to expect in their NPIDES permits
during 2016 and to reiterate that each City should continue in their endeavor to identify potential sources and evaluate
what steps can be taken to reduce this pollutant in their wastewater discharge.

2) in addition the following 1, 4 Dioxane Re -Opener Clause will be added to each permit.
o This permit may be reopened in the future to add or modify, 1,4-dioxane
monitoring, limits, and/or reduction measures, if the wastewater discharge is
identified as contributing to violations of surface water quality standards.
At any point after renewal or modification, NPDES can evaluate the effluent data, add a 1A
dioxane limit to the pennit, if reasonable potential is shown to violate the instream standard,
and work with the Perinittee to develop reduction measures (compliance schedule) to meet th,*
new linu*twhon.
