From FRO, take Highway 87 south. The entrance to the facility is approximately 18 miles from FRO on the left side of Highway 87 just before the Cumberland/Bladen County line. Summary of investigation: On 10/17/2013, Greg Reeves of FRO spoke with Mike Johnson at DuPont regarding the 15 lb release of dichloromethane. Mr. Johnson indicated that the release was discovered when a vapor analyzer in the process building detected the chemical in the discharge exhaust from the building. Upon further DEQ-CFW 00067941 DuPont Methylene Chloride Release 10/15/2013 Page 2 of 2 investigation, it was discovered that the release was caused by a leaking packing gland on a circulating pump. The pump was promptly repaired by tightening the packing to stop the release. The amount of the release was determined using a calculation of the vapor concentration in the exhaust (determined from the vapor analyzer) multiplied by the volume flow rate of the exhaust multiplied by 24 hours. While the release was probably much less than the calculated amount, the material was assumed to be released for a full 24 hour period. The amount reportedly released is less than the reportable quantity under EPCRA. The facility's air permit has an emission limitation of 24.85 lbs/hr or 38,409 lbs/yr. This release did not exceed those limits. No further investigation is warranted. It's important to note that the reported releases is below the 100 lbs threshold required to be reported under EPCRA and is not a 112(r) listed chemical.
