Dear Mr. McGaughy:
Our records indicate that DuPont Company - Fayetteville Works, Fayetteville, Bladen County, has been issued
a Title V Permit, which requires the submittal of an annual compliance certification (ACC) each year by the date
specified in General Condition 3.P. of your Title. V Permit. The ACC must be signed by a responsible official
(as defined under 40 CFR 70.2), and signed copies must be submitted to the following:
a. Two copies to the Fayetteville Regional Office of the Division of Air Quality (DAQ) at:
Systel Building, 225 Green Street, Suite 714, Fayetteville, North Carolina 28301-5094
b. One copy to the EPA at:
Air and EPCRA Enforcement Branch, EPA, Region 4, 61 Forsyth Street, Atlanta, GA 30303
We recommend that, as a minimum, you send the ACC to the EPA via certified mail.
The DAQ has developed forms that meet the requirements for the ACC. The DAQ forms are available for
download on the DAQ web site (http://www.ncair.orp,,/enf/certifications. Instructions and examples to assist you in
properly completing the DAQ forms are included within the compliance certification forms themselves. You may opt
to use the DAQ forms or you may supply the information required for compliance certification in your own format. If
you choose to use the DAQ forms, please note that these forms have been modified slightly from versions you have
used in previous years. The current version is Revision 2.9, as noted in the bottom right hand corner of the forms.
If you choose to use your own format, the compliance certification must include all the required information to
be considered complete. The required information is specified in the instruction section of the DAQ forms and is
also specified in General Condition 3.P. of your Title V Permit. Finally, please remember to include in your
ACC all permit deviations cited in any Notices of Violation or Notices of Deficiency issued to your company
during calendar year 2013.

P.S.- New Permitting Options
DAQ has established two new procedures that allow Title V permit holders to expedite implementing changes
at their facilities. Both procedures, authorized under the Clean Air Act, allow changes to be made prior to
revising the Title V permit.
Minor Permit Modifications - Changes that qualify as "minor" still require a permit application,
however the change can be made immediately after the NCDAQ determines that your application
describing the change is complete. See l5A NCAC 2Q .0515 and
[http://daq.state.ne.us/permits/TV—minor-mod.shtml] for more information about what changes
qualify as "minor."
Off Permit 502(b)(10) Changes - Changes that qualify as "502(b)(10)" can be made seven (7) days
after notification (no application needed) to the NCDAQ and the federal EPA. See 15A NCAC 2Q
.0523 and [http://daq.state.ne.us/permits/502b10.shtml] for more information about what changes
qualify as "502(b)(10)" and for the 502(b)(10) Notification Form.
