9. NARRAT-IVE DESCRIP'T'ION: The applicant's property consists of an
approximately 5.8 acre tract of land located at Bicentennial Park, along the Trent
River, in the City of New Bern, Craven County. This property consists primarily of a
grassed !lawn area with an elevation of approximately 7' above MSL. The shoreline
along the Trent River was bulkheaded in the 1960s at the time New Bern undertook its
waterfro,ht urban renewal project. The Sheraton Motel's marina facility is partially
located in front of this property. The site is also located within the Historic District of
New Bern which is also listed in the National Register.
Of the 5.8 acres, only 2.75 acres is presently being proposed to be developed at this
time. 't'he applicant is proposing to construct a 65 unit bed and breakfast inn with
associatdd parking areas. The proposed inn will be 4-stories (approximately 64') in
height 240' in length x 164' in width. Approximately 2' of suitable fill material will
be used under the footprint of the structure so that the first floor elevation will be at or
greater Than 9.1' MSL. The inn for the most part will be located outside. of the
Estuarine Shoreline AEC. A covered porch adjoining the inn will, however, be located
within the AEC and will be a minimum distance of approximately 35' from the existing
NWL. Stormwater from the inn and parking areas are proposed to be diverted to an
approximately 120' long x 60' wide wet detention pond. Excess stormwater from the
pond wil be routed through the existing bulkhead. On the northwestern side of the
tract, an :approximately 100' x 140' area is being reserved for a future building. There
are no cirrent designs at this time for this building and the applicant has indicated that
they will; seek a permit modification when appropriate.
In conjunction with the City of New Bern and the Sheraton motel, the applicant is also
proposing to relocate the terminal end of Craven Street approximately 70' landward of
its presefit location. In its place, a plaza area is being proposed which will also
involve construction activities on the applicant's property. A gazebo, brick walkways,
fountains' and a covered breezeway are proposed close to the water in order to
physically and aesthetically connect the Sheraton Motel with the proposed inn
developn lent.
10. ANTICIPATED IMPACTS: The project as proposed will result in the construction
of a 65 lunit bed and breakfast inn with approximately 3 acres of land area being

In addition to the completed application form, the follow-
ing items must be submitted:
A copy of the deed (with state application only) or other
instrument under which the applicant claims title to the
affected property. If the applicant is not claiming to be
the owner of said property, then forward a copy of the
'deed or other instrument under which the owner claims
title, plus written permission from the owner to carry out
the project.
An accurate work plat (including plan view and cross
sectional drawings) drawn to scale in black ink on an 8
1/2 x 11 white paper. (Refer to Coastal Resources
Commission Rule 7J.0203 for a detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 18 high
quality copies are provided by applicant. (Contact the
U.S. Army Corps of Engineers regarding that agency's
use of larger drawings.) A site or location map is a part
of plat requirements and it must be sufficiently detailed
to guide agency personnel unfamiliar with the area to the
site. Include county road (SR) numbers, landmarks, and
the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the

A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners. These
