I. Purpose of Application
The Chemours Company - Fayetteville Works facility (Chemours) is located in Bladen County, North
Carolina. Application No. 0900009.1513, received on November 18, 2015, is an application for an
administrative amendment.
Chemours is requesting that equipment be removed from their permit that is owned by the DuPont
Company — Fayetteville Works (DuPont) and being operated under Air Permit No. 10458R00 (issued to
DuPont with an effective date of September 15, 2015). This includes the following:
• Polyvinyl Fluoride Process 1 (ID No. FS-B); and
• Polyvinyl Fluoride Process 2 (ID No. FS-C).
Furthermore, on November 23, 2015, Chemours amended their permit application by requesting, via
email, that DAQ remove equipment owned and operated by Kuraray America, Inc. (Kuraray) from the
permit and insignificant activities table. This equipment is permitted under Air Permit No. 10396R00,
issued to Kuraray America, Inc. on August 26, 2014, and includes the following:
• Butacite® process (ID Nos. BS-A, BS-B1.1 through BS-131.4, BS-B2.1 through BS-132.4, BS-C, BS-
E1 through BS-E4, BS-F, and BS-G); and
• SentryGlas® process (ID No. SGS-A).
In their November 23' amendment, Chemours also requested removal of the following insignificant
activities: `
• Polyvinyl Fluoride Process No. 1 house vacuum system (ID No. I-01A) and Polyvinyl Fluoride
Process No. 2 house vacuum system (ID No. I-02A), which are owned and operated by DuPont; and
• Plasticizer storage tank (ID No. I-11), which is owned by Kuraray.
II. Facility Description
Chemours Company- Fayetteville Works is a chemical manufacturing facility that employs approximately
500 employees and 250 full-time contractors on a 24 hr, 7 day per week basis. The facility consists of two
individual manufacturing plants (Nafion Process and Polymer Processing Aid Process), a boiler house
and a waste treatment operation. The facility also has two permanent boilers onsite, one permanent boiler
which is permitted but not yet constructed, and one permitted temporary boiler.
III. Permit Modifications/Changes
The table below outlines the proposed changes to the current permit (Permit No. 03735T39) for this

IV. Facility Compliance Status
This facility was last inspected on March 10, 2015 by Mr. Gregory Reeves of the FRO. According to Mr.
Reeves' report, the facility appeared to be in compliance with air permit 03735T39 issued February 2,
2015.
V. Conclusions, Comments and Recommendations
The issuance of Air Quality Permit No. 03735T41 to Chemours Company — Fayetteville Works is
recommended.
