PS -A, PS-B, and PS-C) 15A NCAC 2Q. 0317: Avoidance Conditions for 15A NCAC 2D. 0530: Prevention of Significant Deterioration — (Emission Source ID No. PS-C) Pursuant to Section 2.1(A)(4)(i) of the subject Title V permit, a summary report of the monitoring activities for the six-month period between July and December of the reporting period is required. Construction of Boiler PS-C has not commenced and hence that boiler does not exist. Therefore, the monitoring, recordkeeping, and reporting requirements of Section 2.1(A)(4) did not apply during the reporting period. 15A NCAC 2Q. 0317: Avoidance Conditions for 15A NCAC 2D. 0530: Prevention of Significant Deterioration — (Emission Source ID No. PS-B) As specified in Section 2.1(A)(5)(f) of the subject Title V permit, a semi-annual summary report of monitoring and recordkeeping activities for the six-month period between July and December of the reporting period is herein submitted (see Table 1 on page 6). The report contains the monthly NOx and S02 emissions from the affected boiler for the previous 17 calendar months, and contains the 12-month rolling NOx and S02 emissions for each 12-month period ending during the reporting period. No deviations from the requirements of the subject Title V permit were identified during the reporting period. 15A NCAC 2D .1109: Case -by -Case MACT As specified in Section 2.1(A)(6)(e) of the subject Title V permit, a summary report for the preceding six-month period between July and December of the reporting period is herein submitted (see Attachment A on page 18). BUTACITE® PROCESS AREA 15A NCAC 2D .0515: Particulates from Miscellaneous Industrial Processes (BS-C) As specified in Section 2.1(B)(1)(c) of the subject Title V permit, the following inspections of the bagfilter (ID No. BCD-C2) were completed: (1) A monthly visual inspection of the system ductwork and material collection unit was completed for each month of the reporting period and no leaks were found. (2) An annual internal inspection of the bagfilter's structural integrity was performed on September 4, 2013, with no integrity issues found. As specified in Section 2.1(B)(1)(f) of the subject Title V permit, the required summary report of monitoring and recordkeeping activities for the six-month period between July and December of the reporting period is satisfied with this paragraph. During the reporting period, the monthly DEQ-CFW 00066384 DuPont Company — Fayetteville Works Air Permit No. 03 73 5T3 8 0 Semiannual Report — 2nd Half 2013 Page 2 of 26 visual inspection of the system ductwork and material collection unit found no leaks, and the arinual internal inspection of the bagfilter's structural integrity found no problems. The results of inspection and any maintenance have been maintained in a logbook on -site and will be made available to an authorized representative upon request. During the reporting period, no instances of deviations from the requirements of this permit occurred. 15A NCAC 2D .0521: Control of Visible Emissions As specified in Section 2.1(B)(2)(e) of the subject Title V permit, the required summary report of observations required by Section 2.1(B)(2)(c) and any deviations is satisfied with this paragraph. For the six-month period between July and December during the reporting period, all observations indicated that the visible emissions were of "normal" opacity, and no deviations from the requirements of the subject Title V permit were identified. NAFIONO PROCESS AREA 15A NCAC 2D .0515: Particulates from Miscellaneous Industrial Processes — (Emission Source ID No. NS-I) As specified in Section 2.1(C)(1)(d) of the subject Title V permit, the required summary report of monitoring and recordkeeping activities for the six-month period between July and December of the reporting period is satisfied with this paragraph. During the reporting period, as required by Section 2.1(C)(1)(c), production records were maintained and are available to a DAQ authorized representative upon request. During the reporting period, no deviations from the requirements of the subject Title V permit were identified. 15A NCAC 2Q. 0317: Avoidance Conditions for 15A NCAC 2D. 0530: Prevention of Significant Deterioration — (Emission Source ID No. NS-B) As specified in Section 2.1(C)(4)(d) of the subject Title V permit, a semi-annual summary report of monitoring activities for the six-month period between July and December of the reporting period is herein submitted (see Table 2 on page 7). This report contains the monthly VOC emissions from the Vinyl Ethers North process (ID No. NS-B) for the previous 17 calendar months and contains the 12-month rolling VOC emissions for each 12-month period ending during the reporting period. No deviations from the requirements of the subject Title V permit were identified during the reporting period. 15A NCAC 2Q. 0317: Avoidance Conditions for 15A NCAC 2D. 0530: Prevention of Significant Deterioration — (Emission Source ID No. NS-G) As specified in Section 2.1(C)(5)(d) of the subject Title V permit, a semi-annual summary report of monitoring and recordkeeping activities for the six-month period between July and December of the. reporting period is herein submitted (see Table 3 on page 8). The report contains the DEQ-CFW 00066385 DuPont Company — Fayetteville Works Air Permit No. 03735T38 Semiannual Report — 2nd Half 2013 Page 3 of 26 monthly VOC emissions from the Resins process (ID No. NS-G) for the previous 17 calendar months, and contains the 12-month rolling VOC emissions for each 12-month period ending during the reporting period. No deviations from the requirements of the subject Title V permit were identified during the reporting period. 15A NCAC 2Q. 0317: Avoidance Conditions for 15A NCAC 2D. 0530: Prevention of Significant Deterioration — (Emission Source ID No. NS-A) As specified in Section 2.1(C)(6)(d) of the subject Title V permit, a semi-annual summary report of monitoring and recordkeeping activities for the six-month period between July and December of the reporting period is herein submitted (see Table 4 on page 9). The report contains the monthly VOC emissions from the HFPO process (ID No. NS-A) for the previous 17 calendar months, and contains the 12-month rolling VOC emissions for each 12-month period ending during the reporting period. No deviations from the requirements of the subject Title V permit were identified during the reporting period. 15A NCAC 2Q. 0317: Avoidance Conditions for 15A NCAC 2D. 0530: Prevention of Significant Deterioration — (Emission Source ID No. NS-N) As specified in Section 2.1(C)(7)(c) of the subject Title V permit, a semi-annual summary report of monitoring and recordkeeping activities for the six-month period between July and December of the reporting period is herein submitted (see Table 5 on page 10). The report contains the monthly VOC emissions from the HFPO Product Container Decontamination Process (ID No. NS-N) for the previous 17 calendar months, and contains the 12-month rolling VOC emissions for each 12-month period ending during the reporting period. No deviations from the requirements of the subject Title V permit were identified during the reporting period. 15A NCAC 2D .1111: Maximum Achievable Control Technology (MALT), 40 CFR 63, Subpart FFFF: NESHAP for Miscellaneous Organic Chemical Manufacturing (MON) As specified in Section 2.1(C)(8)(oo) of the subject Title V permit, a semi-annual compliance report of monitoring and recordkeeping activities for the six-month period between July and December of the reporting period is herein submitted (see Attachment MON-A on page 19). TEMPORARY BOILER (ID No. PS -Temp) 15A NCAC 2Q. 0317: Avoidance Conditions for 15A NCAC 2D. 0530: Prevention Of Significant Deterioration The temporary boiler was not present at this site during the six-month period between July and December of the reporting period. As specified in Section 2.1(F)(5)(e) of the subject Title V permit, a semi-annual summary report of monitoring and recordkeeping activities for the six- month period between July and December of the reporting period is herein submitted (see Table DEQ-CFW 00066386 DuPont Company — Fayetteville Works Air Permit No. 03 73 5T3 8 Semiannual Report — 2nd Half 2013 Page 4 of 26 6 on page 11). The report contains the monthly S02 emissions from the boiler for the previous 17 months, and contains the total S02 emissions from the boiler for each 12-month period ending during the six month reporting period. No deviations from the requirements of the subject Title V permit were identified during the reporting period. POLYVINYL FLUORIDE PROCESS NO. 1(ID No. FS-B) POLYVINYL FLUORIDE PROCESS NO.2 (ID No. FS-C) 15A NCAC 2D .0515: Particulates From Miscellaneous Industrial Processes As specified in Section 2.1(H)(1)(d) of the subject Title V permit, the required summary report of monitoring and recordkeeping activities for the six-month period between July and December of the reporting period is satisfied with this paragraph. During the reporting period, as required by Section 2.1(H)(1)(c), production records were maintained and are available to a DAQ authorized representative upon request. During the reporting period, no deviations from the requirements of the subject Title V permit were identified. 15A NCAC 2D .0521: Control of Visible Emissions As specified in Section 2.1(H)(2)(e) of the subject Title V permit, the required summary report of observations and deviations is satisfied with this paragraph. This report contains the monthly VOC emissions from the Polyvinyl Fluoride (PVF) Process No. 1 and No. 2 (ID Nos. FS-B and FS-C) for the previous 17 calendar months, and contains the 12-month rolling VOC emissions for each 12-month period ending during the reporting period. No deviations from the requirements of the subject Title V permit were identified during the reporting period. BOILERS (ID Nos. This report contains the monthly S02 emissions from two affected boilers for the previous 17 calendar months, and contains the 12- month rolling S02 emissions for each 12-month period ending during the reporting period. There were no instances of deviation during the reporting period. TOXIC AIR POLLUTANT EMISSIONS LIMITATION AND REQUIREMENT As specified in Section 2.2(B)(1)(c) and Section 2.2(B)(2)(e) of the subject Title V permit, a summary report of the emissions of the North Carolina Toxic Air Pollutants for the three-month period of October through December of the reporting period is herein submitted. There were no exceedences of applicable toxic air pollutant emission limits during the previous calendar year quarter. This report contains the following: (i) The maximum pounds per 1-hour emission rate at any time during the previous calendar year quarter for all applicable toxic air pollutants that have a listed pounds per hour emission rate. See Table 9 on pages 14 through 17. (ii) The maximum pounds per 24-hour emission rate at any time during the previous calendar year quarter for all applicable toxic air pollutants that have a listed pounds per day emission rate. See Table 9 on pages 14 through 17. (iii) The yearly emission rate for the 12-month period ending with the previous calendar year quarter for all applicable toxic air pollutants which have a listed pounds per year emission rate.
