Enclosed are an original and two copies of an application to modify the DuPont Company —
Fayetteville Works' ("DuPont") Title V Air Permit. The requested modifications are the
following:
• remove No. 6 fuel oil as a fuel option for the two permitted boilers (ID Nos. PS -A and
PS-B)
• add avoidance conditions for the Temporary Boiler (ID No. PS -Temp)
• add / modify two insignificant activities
To expedite the permit modification process, two copies of this application and the check for
the required application fee have been sent directly to the attention of Dr. Donald R. van der
Vaart in the Division of Air Quality's central office.

DESCRIPTION OF REQUESTED MODIFICATIONS
Natural Gas / No. 2 fuel oil / No. 6 fuel oil -fired boilers
Section 2.1(A) and Section 2.2(A) of the subject permit currently list the following emission
sources:
• Natural Gas/No. 2 fuel oil/No. 6 fuel oil -fired boiler (ID No. PS -A), 139.4 million
Btu per hour maximum heat input
• Natural Gas/No. 2 fuel oil/No. 6 fuel oil -fired boiler (ID No. PS-B), 88.4 million
Btu per hour maximum heat input
DuPont has not burned No. 6 fuel oil in these boilers since March 2008 and the decision has
been made that this fuel will never again be burned. Also, to comply with the requirements of
the federal Spill Prevention, Control, and Countermeasure regulations, the No. 6 fuel oil
storage tank was permanently removed from service on February 25, 2011.
Therefore, with the requested permit modification, Section 2.1(A) and Section 2.2(A) of the
subject permit should both show the following listing of emission sources:
• Natural Gas/No. 2 fuel oil -fired boiler (ID No. PS -A), 139.4 million Btu per hour
maximum heat input,
• Natural Gas/No. 2 fuel oil -fired boiler (ID No. PS-B), 88.4 million Btu per hour
maximum heat input, and
• Natural Gas/No. 2 fuel oil -fired boiler (ID No. PS-C) equipped with a low-NOx
burner, 97 million Btu per hour maximum heat input
With the removal of No. 6 fuel oil as a fuel option for the DuPont boilers, the following
sections, which are based on the use of No. 6 fuel oil, should also be modified as indicated:
• Section 1 — Remove the reference to No. 6 fuel oil for PS -A and PS-B.
• Section 2.1(A) — Remove the reference to No. 6 fuel oil for PS -A and PS-B.
• Section 2.1(A) — Remove the No. 6 fuel oil section from the summary table.
• Section 2.1(A)(1)(a) — Remove the reference to No. 6 fuel oil.
• Section 2.1(A)(1)(d) — Remove the reference to No. 6 fuel oil.

Temporary Boiler (ID No. PS -Temp)
DuPont requests the following language be added Section 2.1(F) of the subject permit:
2. 15A NCAC 2Q. 0317: AVOIDANCE CONDITIONS for
15A NCAC 2D .0524: NEW SOURCE PERFORMANCE STANDARDS
a. In order to avoid the applicability of 15A NCAC 2D .0524, the Temporary Boiler shall
combust natural gas or distillate oil with a potential sulfur dioxide emission rate no
greater than 0.060 lbIMMBtu, be capable of being moved from one location to
another, and remain onsite for no longer than 180 consecutive days as defined in 40
CFR 60.41 c.
b. The Permittee shall notify the Regional Office in writing within ten days of exceeding
the 180 day period.
4. 15A NCAC 2Q. 0317: AVOIDANCE CONDITIONS for
15A NCAC 2D .1109: CAA § 1120); Case -by -Case MACT for Boilers & Process
Heaters
15A NCAC 2D .1111: 40 CFR 63 Subpart DDDDD; MACT for Boilers & Process
Heaters
a. In order to avoid the applicability of 15A NCAC 2D .1109 and 15A NCAC 2D .I 111,
the Temporary Boiler shall not remain on site for more than 180 consecutive days.
b. If the boiler remains on site for longer than 180 consecutive days, the Permittee shall
notify the Regional Office in writing within ten days of exceeding the 180 day period.
New and Modified Insignificant Activities
Attachment II of the subject permit is a listing of the insignificant activities at this facility.
Emission Source ID No. I-01 is the house vacuum system in the Polyvinyl Fluoride Process
No. 1 (ID No. FS-B), which is used for housekeeping cleaning purposes.
The Polyvinyl Fluoride Process No. 2 (ID No. FS-C) has the identical house vacuum system,
but it is not included in the Attachment II list.
Both house vacuum systems have two parallel filters, with the second filter having a 99.99%
efficiency for 0.3 µm to 1.0 µm particles. Per the vendor information, the total combined
particle removal efficiency is 99.995%. Historically, no more than 1074 pounds of solids are
collected from each vacuum system per month. Therefore, emissions of particulate matter to
the atmosphere would be approximately 0.05 pounds per month, which is less than one pound
per year.

This emission source is a natural gas / No. 2 fuel oil -fired boiler with a maximum heat input of 88.4
million Btu per hour. The purpose for this permit modification is to remove No. 6 fuel oil as an
optional fuel for this boiler. This operating scenario is based on firing exclusively No. 2 fuel oil.
This boiler has a PSD avoidance limit of 40 TPY S02 and 40 TPY NOx. To comply with the NOx
limit, the maximum fuel oil consumption would be 3,990,000 gal/year at a 0.14% sulfur content. To
comply with the S02 limit, the maximum fuel oil consumption would be 1,125,000 gal/year using
fuel oil at a maximum 0.5% sulfur content.
