By issuing 308 letters, EPA takes the lead in trying to resolve the compliance issues with the permittee, and they require the permittee to submit significant paperwork. We're trying to get EPA to back off of Anson County, since the phenol limit is being changed in the renewal. Williamston is still reporting fecal violations in March/April, so there's not much we can argue there.
