This letter is a request for a Class I permit modification, pursuant to 40 CFR 270.42 Appendix I
Section A(6)(d), for changes in the names, addresses, and phone numbers of the emergency
coordinators identified in the Part B permit's Contingency Plan.

as possible, the Contingency Plan described in the following sections has been condensed to
present the organizational response if an emergency situation would develop in the bazardotilq
waste facilities. If an emergency situation developed in another part of the plant, the bas
response mechanisms would be the same but some personnel would be different -'e.g. I

Pursuant to 40 CFR 264.52(d), this Contingency Plan "must list names, addresses, and pho
numbers (office and home) of A persons qualified to act as emergency coordinator, and this 11
must be kept up to date. Where more than one person is listed, one must be named as prima
emergency coordinator and others must be listed in the order in which they will ass
responsibility as alternates." I
The DuPont — Fayetteville Works site is comprised of four shifts of workers, and at any given
time • of those shifts is present at the site. This is true 24-hours per day, and includes
weekends, holidays, and work outages. The site's Emergency Directors are defined as the two
Nafiong Division first -line supervisors and the one Butacite(A) first -line supervisor for each of
the four separate shifts. The primary Emergency Director is defined as the NafionS Products
Area first -line supervisor for each of the four separate shifts, and would direct the response to an
emergency. However, if the emergency was in either the NafionO Monomers Area or the
ButaciteV manufacturing area, then the first -line supervisor of the affected area would become
The Emergency Director is responsible for dealing with the emergency situation on the scene. If
additional resources are needed, the off -duty management will be called in. However, the
Emergency Director is in full charge of the emergency unless relieved and has complete
authority to commit all necessary resources on the plant site to implement the contingency plan
and call for assistance from off -plant emergency agencies. He/she has the authority of the Plant
Manager throughout an emergency situation.
