SUBJECT: New Area of Concern - Ethylene Glycol Release
DuPont Company - Fayetteville Works
Permit No. NCD 047 368 642
Dear Mr. Stanley:
DuPont Fluoroproducts
Fayetteville Works Plant
22828 NC Highway 87 West
Fayetteville, NC 28306
FIM.M.-STMINKIM
The purpose of this letter is to report to the Division of Waste Management of a possible
new Area of Concern with regard to this site's RCRA Facility Investigation (RFI) corrective
It was recently discovered that there has been a loss of an ethylene glycol solution from the
comfort cooling system for the Butaciteg Laboratory, Butacites Office Building, and
Administration Building. The ethylene glycol solution (30% ethylene glycol, 70% water) is
circulated in a closed system from a refrigeration unit to these buildings via an underground pipe.
A check by operating personnel showed that the inventory of the solution had dropped by
approximately 125 gallons during a one -week period. This is equivalent to roughly 38 gallons of
pure ethylene glycol. The above ground portion of this system was visually inspected for leaks,
but none were identified. Therefore, the ethylene glycol may have been released from the
underground pipe.

NCDENR Division of Waste Management

Upon discovery of the inventory loss, the comfort cooling system was shutdown and the
pipes to the Administration Building and Butacite(V Office Building were isolated. The comfort
cooling system was restarted to provide cooling to the Butacite(V Laboratory, and it has been
determined that there has been no additional loss of ethylene glycol. Therefore, it appears that
the loss occurred in the section of the system serving, the Administration Building and Butaciteg
Office Building.
A decision has been made to permanently take this comfort cooling system out of service fj the Administration Building and Butaciteg Office Building. In its place will be individu
HVAC package refrigeration system for these two buildings.
The area of the suspected release will be added as an Area of Concern under this facility's
RFI corrective action program. We are currently working with the Division on the next round of
RYI f leld activities with certain sampling activities planned for late January 2006. It is proposed
that we sample existing, nearby monitoring wells for ethylene glycol parameter(s) to ascertain
any impacts to the surrounding shallow groundwater. The exact monitoring points and analytical
ff,arameters to be sampled for will be forwarded to the Division under separate cover.
Based on the results of this effort, DuPont will propose additional investigation activities, if
necessary, to appropriately determine the extent of this potential release.
Please feel free to call me at 910-678-1155 if you have any questions or need additional
information.
