rE: FOURTH QUARTER 0PHASE PROGRESS OUPDATE

Dear Ms. Cannon:
This letter provides an update on the status of implementing the Phase Ili Resource
Conservation and Recovery fist (RCRA) Facility Investigation (RFI) Mork Plan at the
E.I. du Pont de Nemours and Company (DuPont) Fayetteville Works facility (Site)
located in Fayetteville, North Carolina. The phase [if RFI Work Plan (revision 1,
dated April 5, 2611) was approved by the North Carolina Department of Environment
and Natural Resources (NCDENR) in a letter dated December 2, 2611.
Due to the specific data gaps left in the investigation, certain objectives of the
Phase Ill RFI had to be completed and the data analyzed prior to the implementation
of the field investigation for other objectives. The Phase III RFI, therefore, was
implemented in a "staged" approach. Stage 1 of the investigation consisted of further
delineation of the perimeter of the clay lens in the northern and western portions of
the Site. The Stage 1 field activities were completed in August 2012, and the details
of these activities were presented in a Stage 1 Technical Memorandum submitted to
NCDENR on November 7, 2012.
The Stage 1 investigation results were used to establish the path forward for Stage 2
of the investigation. Details about the specific activities developed to meet the Stage
2 objectives (including providing specific locations where the proposed new
permanent monitoring wells would be installed) were included in the Stage 1
Technical Memorandum, The memorandum also provided information pertaining to
supplemental activities to address several potential releases to the environment that
have occurred at the Site since March 2011. The Stage 1 Technical Memorandum
was approved by NCDENR in a letter dated December 7, 2012 and served as an
addendum to the approved Phase III RFI Work Plan (Rev. 1).

The project team began implementation of the Stage 2 Phase III RFI Meld activities in
March 2013, and the majority of the field Work was completed in early August 2013.
The team returned to the Site in early October 2013 to finalize a few remaining field
tasks. These tasks included the collection of samples from the two monitoring wells
(although one Was dry) that are only accessible When operations in the area are shut
down for annual maintenance (the Wells are in the blast zone), supplemental
confirmation groundwater sampling, and an additional round of synoptic gauging of
groundwater elevations from the expanded monitoring Well network.
The team has now received the finalized data from all of the Phase III RFI sampling
efforts Conducted this year at the Site, and preparation of the final Phase III RFI report
is currently underway, As discussed in email correspondence With NCDENR from
September 18, 2013, none of the analytical data is included With this letter report; the
project team Will instead include the complete Phase III RFI analytical results as part
of the Phase III RFI report.
Lkemaining 'Schedule
As outlined in the previous Phase III RFI Progress Report Update letter, the Current
schedule calls for the final Phase III RFI report to be submitted by January 31, 2014,
The project is on -track to adhere to this schedule.
