Dear Ms. Cannon.
This letter provides an update on the status of implementing the Phase III Resource
Conservation and Recovery Act (RCRA) Facility Investigation (RFI) Work Plan at the
E.I. du Pont de t emours and Company (DuPont) Fayetteville Forks facility (Site)
located in Fayetteville, north Carolina. The Phase III RFI 'work Plan (revision 1;
Mated April 5, 011) Was approved by the North Carolina Department of Environment
and Natural Resources ( CDE R) in a letter dated December 2, 2011,
Due to the specific data gaps left in the investigation, Certain objectives of the
Phase III RFI had to be completed and the data analyzed prior to the implementation
of the field investigation for other objectives. The Phase III RFI, therefore, is being
implemented in a "staged" approach. Stage `I of the investigation consisted of further
delineation of the perimeter of the Clay lens in the northern and western portions of
the Site. The Stage 1 field activities Were completed in August 2012, and the details
of these activities Were presented in a Stage 1 Technical Memorandum submitted to
NCDENR on November 7. 2012.
The Stage 1 investigation results Were used to develop the path forward for Stage 2 of
the investigation, Details about the specific activities that are being Conducted to
meet the Stage 2 objectives (including providing specific locations Where the
proposed new permanent monitoring Wells Would be installed) Were included in the
Stage 1 Technical Memorandum, The memorandum also provided information
pertaining to supplemental activities to be performed during Stage 2 to address
several potential releases to the environment that have occurred at the Site since
March 2011. The Stage 1 Technical Memorandum Was approved by NCDENR in a
letter dated December 7, 2012 and serves as an addendum to the approved Phase III

FI Fork Plan (Rev. 1). The project team began implementation of Stage 2 Phase III
(CFI field activities in March 2013. Progress on these activities is summarized below.
The Stage 2 Phase III IFI field activities began in early Larch 2013. The initial step
of the field work included a geophysical survey to clear all proposed drilling locations
of potential underground obstructions. The geophysical survey was conducted the
Week: of March 4, 2013. Installation of the proposed additional monitoring wells using
Sonic drilling methods began the week of March 18, 2013 and was completed in April
2013, A total of thirteen new wells were installed at the Site as pert of the Stage 2
activities.
During this field mobilization, soil samples were collected from three soil borings in
AOC C (as part of the investigation of the total petroleum hydrocarbons at the Site)
and from one monitoring well installation location (as part of the APFO investigation).
In addition, the investigation of the ethylene glycol release area Was conducted and
six piezometers were abandoned.
The supplemental investigative activities that were recommended to address several
potential releases to the environment that have occurred at the Site since March 2011
were also completed during this field event. This effort included the collection of b
insitu groundwater samples and 8 soil samples.Scopes-of-work ( OWs) for
addressing these releases were presented in the Stage 1 Technical Memorandum
(November 7, 2012) and in the First Quarter 2013 phase III 1 F1 Progress Report
Update letter (February 26, 2013). The final validated laboratory analytical data from
these Stage 2 activities have not yet been received by the project team.
The remaining Stage 2 field words Will include synoptic gauging of groundwater
elevations from the expanded monitoring Well network and sampling of thesite-wide
groundwater,
=#,ated Deviation from the Phase I// RF1 Work Plan
The drilling and soil sampling activities conducted during Stage 2 of the Phase III RFI
took longer than originally anticipated in the schedule presented in Section 6.2 of the
approved work plea. This delay was due in pert to the expansion of the field activities
to include the supplemental release investigative activities and due to the unknown
geology of several areas, which led to the need for additional drilling, deeper wells,
and installation of deeper surface casing than originally estimated, These slight
delays caused a shift in the field schedule, and the project teem has had to move the
groundwater sampling back several Weeks. As indicated in a call to Mr. Larry Stanley
on May 22, 2013, the groundwater sampling activities are currently scheduled to
begin the week of June 3, 2013 and Will last approximately 3 weeks. According to this
current updated schedule, the final Phase III PFI report Will be submitted by January
