Was there much discussion about the use of reclaimed water? It might help of we get together with Jon at some point to
weigh the pro/cons.

Nathaniel Thornburg, Rick Bolich and I met this morning with 'T'rina Ozer about the request from the MEC's Water and
Wastewater Management Committee. We were joined by Don Rayno and Nat Wilson of DWR.
Based on Trina's recent conversations with Dr. Rao (chair of the committee), it seems Dr. Rao's underlying interest is in
identifying, lower quality waters for fracking➢ saving better quality water for uses that demand it. There are four basic
questions that: Dr. Rao is interested iw
1. Are there saline water sources in the Triassic Basins?
2. What is the distance to saline water sources in or outside of the Triassic Basins?
B. What reclaimed wager sources (or other wastewater sources) are available?
4. If we cannot answer these questions right now, what would it tape to answer them?
DWR and DWQ felt: that we could provide very broad preliminary answers to address the state of knowledge of :saline or
high TDB water in the Triassic Basin and Coastal Plain. Providing more definitive answers would not be the best use of
either division's limited resources and stall may not provide adequate information for the MEC's purposes or to
definitively assess the feasibility of any particular water source.
A more cost: -effective approach I recommended to Trina is to focus on regulations that would place the burden of proof
on permit applicants to identify the most appropriate source of water for any given fracking operation. I pointed out
that this approach allows the permit applicant to select the option that works best for their situation while still meeting
appropriate environmental standards. DWQ (and DENR in general) has a long history of successfully using this approach
in nearly all permitting programs.
Trina is going to try to arrange a meeting with us and Dr. Rao in advance of the full committee meeting to further refine
the questions to be addressed at the committee meeting and to gain a better understanding of approaches that the
NIEC might take.
.I.rina will outline the presentation on alternative water supplies based on what we discussed today and will share that
with the group within the next week or so. Once Trina provides the outline, we will jointly determine who is best
qualified to give the presentation. It may be shared among the three groups represented today (Secretary's: office, DWR,
and DWQ).
I'll keep you all updated as this issue develops. Let me know any time you would like to discuss this issue further.

The Mining and Energy Commission has a water and wastewater management committee, which is charged in
part with developing rules for a water management plan. The chair of the committee, Vik Rao, would like two
presentations at the committee meeting on December 18. One is about water use regulations (for which I've
pulled in Don Rayno).
Second, Dr. Rao is interested in exploring the use of what he calls alternative water sources for fracking. This
includes salt water, but also gray water. He would like to hear a presentation on what we already know about
this. How far away is the nearest salt water source? How deep is salt water in the Triassic Basin (if we know)?
Are there nearby sources of gray water? If we do not know the answer to these, about how much would it cost
to study this?
I'm wondering if there is someone in DWQ who can help me answer those questions and either present the
answers on December 18 or bring me up to speed enough so that I can answer them? I suspected it would be
someone in Aquifer Protection but wanted to check with you. I'm hoping to set up a meeting next week to talk
about this with me, Don Rayno, and whomever you suggest from DWQ.
