The draft plan is due to EPA by May 31"' and since I will be on vacation during this time, I sent: the plan to EPA today (see
attached). Jeff and I inserted some numbers for the conventional facilities (WW majors, minors and generals). If after

make any needed changes.

Jay,
With our draft I Y15 105 Workplan, we have successfully negotiated the removal of the annual minimurn requirement
for WW Majors and Minors (50% and 20% per year respectively). This will give the state flexibility to shift resources as
needed so long as the multi -year commitment 'for each (100% every 2 and 3 years respectively) is still met. In addition, I
will submit to EPA the request to have 167 of our Majors inspected once every 3 years since it appears these facilities
meet EPA's requirement for reduced inspection frequency. Hence the 2 rows on the Inspection Plan for WW Majors
(rows 1.2. and 1.3). 1 will update management: if EPA approves or denies this request:.

Because the FY:1.5 100 Workplan does not require a minimum number of inspections to be performed for FY:15, i need
you to let me know how many inspections for WW Majors, Minors and Generals the state will commit to conducting for
the year. We can continue the traditional commitment percentage (50 and 20%) or some other percentage or
number. The Inspection Commitment: Number that: I have listed on the draft Plan for Majors ('10 and 28) are inspections
that are required to be performed by the close of this fiscal year (FY14). If they are not inspected by 9/30/3014➢ then at
a minimum these would require an inspection during FY:15.
If you can and would like to sit in, I will be debriefing Jeff today at 0 am on the status of the 106 Workplan so he can
update supervisors at the supervisors meeting later this month (I will be on vacation).

It's that time of the year again to prepare and send our draft Inspection Plan Commitment to EPA for review and
approval.
Attached is the draft FY15 Inspection Plan Commitment. Please review and let me know the count of permits (i.e.,
permit universe) within each facility type for your respective programs. If the information in the 106 Requirement
