DEQ is carefully reviewing both the company's existing permit and its permit application as part of the ongoing
EPA should work to develop a health assessment for GenX. As soon as that information is available, DEQ can
move forward to develop regulatory standards for the chemical compound.

Anappropriate reply toVaughn:
It's our understanding that EPA is working to develop a health assessment for Genk As soon as that information is
available, DEQ can move forward to develop regulatory standards for the chemical compound. When regulatory
standards are developed, the department is able to establish enforceable limits for GenX within the permit.
Without such standards, nopermit limits can beestablished.

Thanks, Ford. A followup question:
Is there some reason that, in the meantime, given that it generally takes EPA years to set such
guidelines and Chemours, that DEQ should not set a limit in Chemours'NPDES permit for
GenX and, perhaps, some of the other perfluorinated compounds? After all, Chemours operates
under the terms of its *current* permit until a new one is issued.

Vaughn,
Got your request. The following is attributable to me, as spokesman:
North Carolina officials need EPA to provide its guidance in order for North Carolina to be able
to set surface and ground water standards for GenX, which is why Governor Cooper is pressing
the EPA for swift action. Once the EPA takes action on GenX, North Carolina can develop an
enforceable standard for it instead of having to rely on Chemours agreeing not to discharge. As
part of the state's ongoing investigation, DEQ is looking closely at Chemours' discharge permit
and will not renew it while questions remain about the company's actions.

Subject: Media inquiry regarding Gov. Cooper's GenX statement
Hi, Noelle.
My name is Vaughn Hagerty. I'm a journalist working with the StarNews in Wilmington on its
GenX coverage. I had a few questions regarding Governor Cooper's statement yesterday, but I
wanted to make sure I understood what was meant by one particular part.
In the press release accompanying the statement, it says:
"Additional action from the EPA is necessary in order for North Carolina to be able to
permanently require Chemours to limit or end discharge of GenX or any currently unregulated
chemical."
Is the governor saying this is necessary because North Carolina does not have the regulatory
authority without guidance from EPA to limit or end discharge of GenX? If so, is that
something specific to North Carolina?
If not, can you help me understand the obstacle(s) to which the governor is referring?.
Thanks in advance for any help you can provide.
